Overview
State of Connecticut, Department of Administrative Services (DAS), Bureau of Information Technology Solutions (BITS) is hiring an Azure Solutions Engineer (Information Technology Analyst
3) to support the Office of Early Childhood (OEC) in Hartford, CT.
- Full time, 40 hours per week.
- Monday through Friday, 8 am to 4:30 pm.
- Hybrid role – in‑office at 450 Columbus Blvd, Hartford, CT and telework.
- Provide architectural leadership and technical direction for OEC’s application ecosystem.
- Guide cloud‑based application design, ensuring scalability, security and alignment with enterprise standards.
- Lead and coordinate multiple software development teams delivering enterprise applications and technology solutions.
- Plan, assign and monitor development activities to ensure timely delivery of projects and enhancements.
- Review and approve solution designs, technical specifications and application architectures.
- Oversee development, testing, deployment and support of web applications using Microsoft technologies.
- Lead implementation of cloud solutions using Microsoft Azure services.
- Oversee development of integrations with internal and external systems using APIs.
- Support Agile delivery processes, including backlog management, sprint planning and release planning.
- Oversee implementation and maintenance of CI/CD pipelines and deployment processes.
- Coordinate application support, incident resolution and production deployments.
- Collaborate with business stakeholders to prioritize work and define solution requirements.
- Manage vendor‑delivered development activities and technical deliverables.
- Evaluate and implement automation, reporting and AI‑based solutions to support business operations.
- Seven (7) years of experience in IT operations, programming, systems/software development or another IT‑related field.
- One (1) year of experience at a full professional working level with responsibility for complex technical support functions such as network design, software installation and maintenance, system application development, project coordination and technical support.
- Deep expertise in Azure cloud services, .NET application architecture and enterprise application modernization.
- Hands‑on technical leadership with experience supervising software development teams.
- Experience developing web applications using C#, ASP.NET Framework or ASP.NET Core, Web APIs and Microsoft SQL Server or PostgreSQL.
- Experience designing and implementing cloud‑based solutions with Microsoft Azure services.
- Experience implementing Agile software development methodologies and managing multiple concurrent projects.
- Experience implementing CI/CD pipelines and application deployment processes using Azure Dev Ops.
- Strong communication, problem‑solving and technical analysis skills.
- Ability to prepare documentation, reports and manuals.
- Substitution of college training: 15 semester hours equals half year of experience, up to 4 years for a bachelor’s; master’s may be substituted for one additional year.
