Duties Temporary promotion not to exceed two (2) years. The purpose of the temporary promotion is to backfill a deployed Soldier. The temporary promotion will be terminated within 30 days of return of the incumbent to the position.
JOB SUMMARY:
The purpose of this position is to manage Department of Defense (DOD) convoys moving within the state; and to plan, organize and direct preparation, maintenance and execution of peacetime and wartime ARNG movement plans for all units within the state. NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted position that requires membership in a compatible military assignment in the Connecticut Army National Guard.
The major duties include, but are not limited to:
* Serves as primary state representative and point of contact for all DOD highway movements.
* Coordinates directly with the USPFO Traffic Manager to obtain necessary commercial transportation support.
* Exercises functional authority to manage and coordinate the movement of DOD convoys during peacetime, mobilization and deployment.
* Coordinates, obtains and issues, with DOT approval, permits for oversized, overweight and hazardous vehicles and cargo; and then coordinate's movements.
* Analyzes military transportation capabilities and provides compiled data to appropriate agencies. Requirements Conditions of employment
* National Guard Membership is required.
* Males born after 31 December 1959 must be registered for Selective Service.
* Federal employment suitability as determined by a background investigation.
* Must meet Compatible Military Assignment within one year from placement.
* Wear of the military uniform is mandatory.
* Direct Deposit is mandatory.
* Must be able to obtain and maintain a secret security clearance.
* Must possess a valid state drivers license.
* Incumbent must be certified for the movement of Hazardous material and as a Contracting Officer Representative. Qualifications GENERAL
EXPERIENCE:
Experience, education, or training which has provided the applicant with a knowledge of and understanding of administrative, professional, analytical, or other work relating to traffic or transportation programs or operations. Must be skilled in dealing with others in person-to-person work relationships. Experience using computer and automation systems. SPECIALIZED
EXPERIENCE:
Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess 36 months of specialized experience in the following:
* Experience, education, or training performing, administering or supervising technical and analytical work concerned with planning, development and execution of traffic policies and programs.
* Experience interpreting applicable Federal, State and local laws, and regulations concerning transportation and traffic procedures.
* Experience demonstrating knowledge of transportation requirements and systems for specific geographic areas (International and Continental United States).
KNOWLEDGE, SKILLS AND ABILITIES:
* Knowledge to plan and accomplish a variety of complex work assignments and/or identify problems and be able to analyze and resolve transportation issues or problems.
* Knowledge of the operation, practices, and policies of the organization.
* Knowledge of the capability and limitations of various modes of transportation to include rail, highway, air, and sea. Knowledge of related mode configurations to contract proper means of transportation.
* Ability to plan and direct the installation operations for the movement of vehicles, equipment, conventional ammunition, and materials via most feasible method available (air, rail, truck or vessel/barge).
* Knowledge of all traffic management regulations to include freight, passenger and other service (Navy and Air Force) regulations as well as the applicable Code of Federal Regulations.
* Knowledge of various travel entitlements, policies, and procedures pertaining to personnel moves (Group moves, PCS and movement of household goods).
* Knowledge to execute travel arrangements via all modes of Government and commercial transportation to destinations worldwide.
