Job Description
This position serves as the Public Health Officer for the County and is responsible to assist with the overall administrative oversight, visioning, leadership, planning, coordinating, and management of the Human Services & Health Department. This position provides professional work planning, organizing, evaluating, supervision, and implementation to County service-related programs in accordance with State and Federal laws and regulations, and to implement general policies set forth by governing bodies and agencies;
also serving as a professional advisor to various boards and committees.

- Serves as the County’s Health Officer; enforces applicable State laws and administrative rules, as well as local ordinances and regulations.
- Serves as expert consultant within Public Health Unit, Department of Human Services and Health, and community.
- Collaborates with health care providers, community leaders/organizations to plan, implement, and evaluate programs and to develop resources needed to meet identified needs.
- Ensures the community is informed about its health, resources of health care delivery system, and other systems influencing health and wellness.
- Formulates/influences health and social policies affecting health and wellbeing of community members.
- Communicates and collaborates with local and State agencies regarding public health issues, legislative issues, disease reports, program changes, policy developments, laws, financial reports, and related items.
- Plans, develops, implements, and evaluates ongoing assessments of the community, including priorities, resources, vital statistics, demographics, and dynamics.
- Provides leadership in attracting, retaining, and developing an engaged workforce in the delivery of superior services to County residents and businesses.
- Directs the work of and manages division staff. Interviews and selects new employees. Assures the provision of training, instruction, and ongoing training for the department. Provides coaching and/or counseling. Assigns tasks, reviews work, and prepares performance evaluations. Recommends employee transfers, promotions, disciplinary action, and discharge.
- Provides leadership and management to all assigned staff. Directs staff on interpreting the application of policy and procedure.
- Analyzes and evaluates service delivery. Meets with division staff routinely to work on service delivery plans, operational policy and procedures updates, etc.
- Administers all programs assigned to the responsibility of the Department and supervises the operations of the Division. Ensures compliance with program requirements.
- Reports administrative and program services, along with policies and procedures, to the responsible boards.
- Provides consultation regarding screening cases, crisis management, treatment options, and diagnoses for targeted populations in the respective Division, including after hours.
