Quality Control Manager

The Quality Control Manager oversees the quality control organization for vertical construction projects, ensuring that all materials, workmanship, and construction activities comply fully with contract plans, specifications, and applicable local, state, and national building codes. This role reports to the Superintendent and Project Manager and plays a key part in maintaining high standards of construction quality and safety on complex federal projects.

Responsibilities
  • Manage the quality control (QC) organization for assigned construction projects and coordinate closely with the Superintendent and Project Manager.
  • Ensure all materials, workmanship, and construction activities comply with contract plans, specifications, and all applicable local, state, and national building codes for vertical construction projects.
  • Review design submissions and submittals to confirm compliance with quality standards and project requirements.
  • Perform regular inspections of construction work to verify adherence to approved plans, specifications, and quality control procedures.
  • Write and review detailed quality control and inspection reports, documenting findings and corrective actions.
  • Conduct preparatory meetings with subcontractors and project personnel to define and communicate QC and safety policies, procedures, and definable features of work.
  • Implement and oversee the three-phase quality control process in accordance with USACE standards.
  • Coordinate with project stakeholders to resolve quality-related issues and ensure timely corrective actions.
  • Support construction safety initiatives by aligning QC activities with EM-385 safety procedures and other relevant standards.
  • Utilize construction quality management systems such as RMS and eCMS to track, document, and report quality control activities.
  • Promote a culture of quality and safety across the project team and subcontractors.
Essential Skills
  • Minimum of 5 years of experience in overall general construction.
  • 3–5 years of experience in federal construction, specifically working on NAVFAC projects.
  • Demonstrated experience implementing and managing the three-phase quality control process in accordance with USACE standards.
  • Strong background in quality assurance and quality control for construction projects.
  • Knowledge of construction quality management practices and procedures.
  • Familiarity with USACE quality control standards and processes.
  • Ability to review and manage submittals for compliance with project specifications.
  • Experience with EM-385 safety procedures and requirements.
  • Understanding of construction safety practices and regulations.
  • Ability to prepare, review, and maintain detailed QC reports and documentation.
  • Strong communication skills for leading preparatory meetings and coordinating with subcontractors and project personnel.
  • Capability to use construction quality management systems such as RMS and eCMS.
Additional

Skills & Qualifications
  • USACE Quality Control Management certification is a plus.
  • OSHA 10-hour or OSHA 30-hour safety training is a plus.
  • Experience working on federal construction projects on military bases is beneficial.
  • Background in vertical construction projects.
  • Knowledge of EM-385 safety procedures is a bonus.
  • Ability to work effectively within top-tier project teams on large, complex projects.
  • Interest in either project-to-project opportunities or long-term career growth within a stable federal construction portfolio.
