Duties SummaryThis class includes positions whose major responsibilities are in performing or supervising the purchasing for an agency or facility through informal means and who also provide technical support in purchasing. The work requires the application of substantive knowledge of purchasing laws, regulations, policies and procedures and a practical knowledge of common business methods, terms and practices. Certain positions at the higher level may carry out formal purchasing for routine items.
Purchasing Technician II: Purchases a wide variety of goods, equipment, supplies, materials, etc., for an organization independently where the nature of purchases made requires substantial use of written requests for quotations or the preparation of specifications for routine formally advertised purchases; and/or supervises and participates in purchasing work as described at the next lower level; and performs other related duties as assigned.
MinimumQualification Requirements
Legal Authorization to Work: The State of Hawaii requires all persons seeking employment with the government of the State to be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.
Basic Experience Requirement: Work experience which demonstrated the ability to read, comprehend and apply written directions and to perform basic arithmetic computations, including percentages. This experience may be met from part‑time and/or unpaid work. There must be evidence of continuous participation, but not necessarily full-time. This requirement may also be met by graduation from high school or equivalent.
General
Experience:
TWO (2) YEARS of responsible work experience which demonstrated the ability to request information from others and to explain procedural requirements orally and in writing and which demonstrated knowledge/experience as described under
A. or
B. below:
- A. Experience which demonstrated the possession and application of a good working knowledge of governmental purchasing methods, laws, regulations, policies, procedures and requirements. Examples of qualifying experience include account clerical or pre‑audit work which involved the examination of documents supporting governmental purchases for validity and accuracy and to ensure that proper procedures were followed.
- B. Experience preparing and submitting requisitions for purchasing where the work involved all aspects of gathering information about the desired product and alternatives, obtaining price information and/or quotations, writing up the requisition for submission, and demonstrating an understanding of purchasing policies, procedures and requirements.
Specialized
Experience:
ONE (1) YEAR of responsible work experience in the purchasing of supplies, materials and equipment and/or services demonstrating knowledge of purchasing methods and procedures and familiarity with business practices in buying and selling such as terms and conditions, discounts, delivery scheduling and packaging practices.
Non-Qualifying
Experience:
Experience in requisitioning goods that did not involve information gathering and writing as described above is not qualifying. Experience in the authorization or review of payroll claims is not qualifying.
Supervisory Aptitude: For some positions applicants must possess supervisory aptitude demonstrated through completion of regular or special assignments involving some supervisory functions; by serving as a group or team leader; by completion of training courses in supervision accompanied by application of supervisory skills; or by favorable appraisals indicating possession of interpersonal skill indicative of supervisory potential.
