Duties
* Provide support of accounting, budget, and other related financial management work.
* Analyze, reconcile, and maintain complex financial records across multiple integrated enterprise systems.
* Investigate and resolve variances, processing errors, unliquidated obligations, and intermediate document errors across financial platforms to ensure compliance with the Department of War Financial Management Regulation and agency audit standards.
* Develop, extract, and interpret financial reports from core and related systems to track program execution, conduct tri annual reviews, and present data driven recommendations to Resource Management leadership.
* Manage and audit time and attendance data, electronic funds transfer payroll deposits, tax with holdings, and master payroll records for multiple appointment types using related human resources and payroll systems.
* Provide technical training, assistance, and system administration for timekeeping and payroll systems to command timekeepers, certifiers, and staff. Requirements Conditions of employment
* Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
* This is a DOD Financial Management position. The incumbent must complete training and meet position requirements for certification at Level 2 within 2 years of appointment. Failure to obtain and maintain certification may result in adverse action.
* This position has a mandatory seasonal influenza vaccination requirement and is therefore subject to annual seasonal influenza vaccinations.
* This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 3 security investigation or access for the duration of employment.
* This position has a Temporary Duty (TDY) or business travel requirement of up to 5% of the time.
* This position has been designated "Mission Essential". In the event of severe weather conditions, the incumbent is required to report to work or remain at work as scheduled to support mission operations.
* Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. Experience:

One year of specialized experience which includes monitoring and assessing financial data to verify and resolve pay related issues, payroll discrepancies, and time and attendance concerns; providing guidance on related procedures; and resolving billing and collection matters to ensure accuracy and compliance with financial regulations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education:

Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as:
Finance, Accounting, or Budget. OR Combination of

Education and Experience:

A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18.
