Job Title

Distribution System Operator — Oahu

Job Summary

Responsible for timely response and restoration communications of power outages and system activity to affected stakeholders, maintaining the electrical distribution strategy and operations to ensure continuity of service, stability, and power delivery according to tariff requirements.

Responsibilities
  • System Operations
    • Issue, receive, and act upon routine or scheduled limited holdoff requests on distribution circuits and/or equipment.
    • Operate and troubleshoot the distribution system in real‑time according to company policies and protocols.
    • Request and prioritize resources to match work volume during routine and emergency conditions while considering local agreements.
  • System Monitoring
    • Use OT systems and field reports to monitor and control the distribution and sub‑transmission systems.
    • Monitor, acknowledge, respond to and clear alarms from OT systems providing telemetry and control of the distribution and sub‑transmission systems.
    • Control remotely controlled field devices to respond to outages, isolate faults, keep voltages and equipment loading within limits.
    • Maintain daily logs of system conditions and status including manual updates of OT systems.
  • Authority
    • Direct field personnel to ensure reliability of the grid and safety of personnel.
  • Outage Management
    • Respond promptly to trouble and service calls from customers.
    • Identify and contact appropriate parties to expedite solutions.
    • Update customer outage notification systems and provide real‑time outage information to internal stakeholders.
    • Issue status updates on Estimated Time of Restoration (ETR), crew status, and traffic issues based on real‑time data.
    • Act as the clearinghouse for outage status updates, delays, and ETR adjustments.
    • Provide internal operation status and conditions report at each shift conclusion.
    • Communicate critical information with safety personnel.
    • Create, track, manage, and close trouble tickets and work orders using OT systems.
    • Notify key personnel of persistent troubles and necessary repairs.
    • Model routine and emergency switching, place appropriate tags, and coordinate switching procedures.
    • Create and update Interruption Reports (IR) when needed.
  • Emergency Response
    • Monitor and address calls from emergency agencies related to system events and outages.
    • Perform essential emergency management functions and assignments during emergencies.
    • Participate in emergency response drills and control‑room evacuation drills.
    • Assist field personnel regarding environmental concerns or special conditions.
    • Contact affected customers to confirm outages and restoration.
    • Troubleshoot and direct distribution field personnel for single‑phase and single customer outages.
    • Respond immediately to abnormal or emergency conditions, including system operating limit violations.
    • Identify faulted equipment and location using available OT tools.
  • Switching
    • Issue operating instructions using 3‑part communication.
    • Operate remotely controlled devices via OT (SCADA, ADMS, etc.).
    • Maintain system state updates and device tagging in the EMS and OMS model.
    • Write and verify routine and emergency switching procedures.
    • Perform scheduled distribution and sub‑transmission switching by directing field personnel and/or remote‑control operations.
  • System Operating Tools
    • Identify critical customers using OT tools (OMS, SCADA, ADMS, GIS, etc.).
    • Monitor system status, analogs, and alarms to provide accurate outage locations.
    • Handle inquiries via email or other communications related to system events.
    • Create, track, and close trouble tickets and work orders.
    • Verify OT system models and map accuracy and initiate revisions.
    • Maintain situational awareness and review daily field work schedule.
    • Operate 2‑way radio console to transmit orders or communications to field personnel.
  • Other Responsibilities
    • Support and assist the GSO and System Operation Shift Supervisor as needed.
    • Perform clerical work such as paperwork archives and log maintenance.
    • Assume an emergency management role as assigned.
Basic Qualifications
  • High school diploma or equivalent.
  • Advanced degree or certificate in General Trade, Electronics, Automotive (desirable).
