Position: AIRPORT SECURITY ID TECHNICIAN IV - LIHUE
Location: ‘Ewa Gentry

Position:
Airport Security Identification Technician IV (within the Airport Pass & e). The role supervises and conducts training of lower-level technicians, handles background checks, manages security badge issuance, and ensures compliance with federal and state regulations.

Responsibilities
  • Supervises and conducts training for the ASIT I, II, and III; assigns work and monitors quality.
  • Maintains and tracks all background checks; records results; corresponds with FBI; maintains database.
  • Refs disqualifying criminal offenses to Assistant Airport Superintendent IV for vetting.
  • Conducts investigations into alleged TSA violations regarding unescorted badge issuance; prepares findings; testifies in front of TSA inspector if needed.
  • Corresponds with disqualifying applicants and airport tenants.
  • Reviews Criminal History Record Check and FBI rapback for disqualifying offenses; checks lawful presence and watch list.
  • Vets individuals lacking reasonable suspicion for terrorism but with links or associations.
  • Testifies that unescorted access issuance complies with federal laws and directives.
  • Establishes new tenants and businesses into the database and establishes authorized signatory for new tenants.
  • Issues security keys and vehicle decals to authorized users.
  • Examines applicants’ identification documents per TSA 49 CFR 1542 to ensure authenticity, currency, and correct correspondence with applicant.
  • Uses a risk‑based strategy by questioning applicants and evaluating responses to ensure completion of required security training and Disqualifying Crime statement.
  • Interacts with tenant authorized signatories, providing guidance and training on the Authorized Signatory Portal.
  • Provides information to existing and new badge holders regarding security requirements, background investigation process, and procedures for accessing security areas.
  • Independently proctors security and other training in the Computer Based Lab, monitors applicants for cheating, and takes appropriate action.
  • Administers airport restricted area access badges; creates and mails billing letters for expired/lost badges and refund letters; maintains billing correspondence files.
  • Updates and maintains the Airport Security Program.
  • Other related duties as required.
Qualifications Basic Education

Graduation from high school or equivalent. One (1) year of work experience may substitute for high school graduation.

General Experience

Two (2) years of work experience demonstrating: dealing effectively with people; understanding and applying rules and regulations; providing information and explaining policies; and using a computer to retrieve and enter data.

Specialized Experience

Three (3) years of progressively responsible experience involving application and compliance with federal law or strict business practices pursuant to federal, state, and county laws, rules, regulations, and related directives.

Supervisory Experience

Demonstrated supervisory aptitude through leadership roles, group or team leadership, or training courses in supervision demonstrating potential to perform supervisory duties.

Driver's License

Valid driver’s license to drive in the State of Hawaii.

Knowledge of

English grammar, spelling, basic arithmetic, principles of oral and written communication, good office practices, operation of common office equipment, and maintenance of supplies.

Ability to

Learn the organization’s philosophy and goals; read, interpret, and apply federal and state policies, procedures, laws, rules, and regulations; communicate effectively with diverse individuals; read and follow instructions; and operate office equipment. Additionally, at this level, train others, supervise, assign, review, and evaluate work of others.
