Compensation

Regulatory Analyst II: $89,100 – $113,700. Senior Regulatory Analyst: $99,900 – $127,500.

Job Function

Supports the coordination of Hawaiian Electric Company’s regulatory policies and provides substantive guidance in the preparation, submission, presentation, and execution of regulatory dockets, investigations, and other major regulatory matters before the Hawaii Public Utilities Commission. Reviews and prepares applications, testimonies, and other regulatory documents, ensuring alignment with Company policy, Hawaii regulatory law, and industry standards. Assists in interpreting and administering the Company’s tariffs.

Essential

Functions
  • Leads the preparation and submission of regulatory dockets to secure timely PUC approvals. Coordinates work, develops schedules, ensures timely submission of required documents, and prepares witnesses for PUC hearings.
  • Manages the organization, production, and distribution of filing materials, ensuring compliance with Commission rules for both printed and electronic formats.
  • Develops regulatory strategies and Company positions. Drafts, reviews, and edits applications, testimonies, exhibits, and other regulatory documents, ensuring alignment with Company policies, PUC rules, and relevant legal and regulatory decisions.
  • Maintains relationships with the PUC and Consumer Advocate (CA), ensuring compliance with all regulatory filing requirements.
  • Provides technical advice and support to other departments, PUC staff, CA staff, and the public on regulatory and tariff matters including rule interpretation, revisions, and administration of tariff changes.
  • Drafts or assists in drafting testimonies that reflect Company policy, aligning with legal and regulatory principles and the testimonies of other Company witnesses.
  • Participates in Company emergency response activities as assigned, including any activities required to prepare for such emergency response.
Basic Qualifications – Regulatory Analyst II

Knowledge Requirements

  • Working knowledge of accounting and finance principles, typically gained through education or relevant experience.
  • Familiarity with regulatory principles and practice, particularly related to Hawaii.
  • Working knowledge of economics, engineering, planning, regulatory law, or statistics.
  • Proficiency with personal computers and software applications such as spreadsheets and word processing.

  • Excellent written, oral, and presentation skills, including the ability to communicate effectively and persuasively at all levels, including with PUC and CA staff.
  • Ability to adapt to a fast-paced work environment and changing priorities.
  • Strong analytical, organizational, and conceptual skills to manage various projects and programs.
  • Strong interpersonal skills for influencing and persuading various stakeholders.

Experience Requirements

  • Three to five (3–5) years of regulatory experience, preferably with matters before the Hawaii PUC or a similar agency with jurisdiction over electric utilities.
  • Three to five (3–5) years of business or technical experience, ideally in fields such as engineering, accounting, budgeting, planning, rate analysis, regulatory affairs, economics, or finance.

  • Five to seven (5–7) years of business or technical experience, ideally in fields such as engineering, accounting, budgeting, planning, rate analysis, regulatory affairs, economics, or finance.
