Fiscal Officer

Full Time Management - Waianae, HI, US

Salary Range: $60,000.00 To $75,000.00 Annually

Job Description Position Summary

This position is responsible for planning and managing the overall fiscal administration of the Agency, providing fiscal consultation to the Executive Director, and providing fiscal support to other staff. This position is exempt from the minimum wage and timecard provisions of the Fair Labor Standards Act as amended.

Reports To

Executive Director. This position is also guided by the position description, Agency and program policies and procedures and applicable State and Federal laws, and the standards and requirements of the pertinent professional organizations and disciplines.

Core Functions Accounting Duties
  • Develops and maintains the overall financial management of the Agency, including preparing the operating budget, capital budget, and financial reports to funding sources.
  • Responsible for cash management, including short-term and long-term financing, accounts receivable collections, purchasing, and payments.
  • Prepares financial statements, agency and program budgets, and other statistical reports.
  • Oversees all fiscal audits.
  • Maintains a sound internal control system.
  • Ensures expenditures remain within program and budgetary limits.
  • Establishes and maintains good relationships with all funding sources and financial institutions.
  • Provides fiscal consultation to the Executive Director and staff.
  • Attends Finance Committee and Board of Directors meetings.
Payroll Duties
  • Oversees the Agency payroll operation.
  • Ascertains the validity of payroll information.
  • Ensures the Agency is in compliance with payroll tax laws.
Third Parties Billing and Reimbursement Duties
  • Ensures Agency is in compliance with the third-party insurance reimbursement requirements.
  • Maximizes reimbursements from third party payors for all possible services.
Agency Overall Insurance Duties
  • Ensures Agency has sufficient insurance, including general and professional liability, commercial property insurance, auto vehicle insurance, workers’ compensation insurance, temporary disability insurance, and employee’s fidelity insurance.
  • Obtains quality insurance coverage at the most cost-effective means.
Agency Overall Taxes Duties
  • Ensures the Agency is in compliance with all tax laws and regulations.
  • Prepares Agency’s tax returns.
Supervisory Duties
  • Manages the Fiscal Department.
  • Supervises the personnel in the Fiscal Department, including but not limited to the Staff Accountant and Payroll Specialist.
  • Maintains continuity of fiscal operations during staffing transitions or vacancies.
  • Manages the outsourced fiscal support provider relationship, scope, and performance; reviews and approves the provider’s transactions, journal entries, reconciliations, and schedules before they are finalized or posted.
  • Retains final approval authority for payment release, vendor setup and changes, billing write-offs and adjustments, and budget revisions, and maintains appropriate segregation of duties between internal staff and any outsourced provider.
Other Functions
  • Assists in compliance with the Agency’s safety and health procedures.
  • Assists in compliance with the Agency’s certification process.
  • Conducts and attends meetings, training, and conferences relevant to the duties of this position.
  • Performs other duties as assigned.
Qualifications Education / Experience
  • Bachelor’s degree from an accredited college or university with a major in accounting, and eight (8) years’ experience in professional-level fiscal management. A Master’s degree in business administration or a Certified Public Accountant (CPA) credential is strongly preferred and may substitute for a portion of the required experience.
  • Experience in nonprofit and/or governmental fund accounting.
  • Experience with Single Audit requirements (Uniform Guidance, 2 CFR Part 200) is strongly preferred given the Agency’s grant funding.
  • Prior supervisory experience.
