Position: FINANCIAL MANAGEMENT ANALYST with Security Clearance
Location: Pearl Harbor

Duties
* You will implement legal and regulatory controls over approved budgets.
* You will provide advice on effective and efficient methods for the acquisition and use of funds to support the organization's programs and activities.
* You will utilize systems such as Navy Enterprise Resource Planning (N-ERP).
* You will perform a variety of fiscal, accounting, and financial management duties with Fiduciary responsibility. Requirements Conditions of employment

* Must participate in the direct deposit pay program.

* Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
* Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
* Males born after 12-31-59 must be registered for Selective Service.
* You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
* You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
* This is a Financial Management Level 1 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26. Qualifications GS-11:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-09) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1). Utilizing an in-depth working knowledge of Navy Enterprise Resource Planning (N-ERP) or a similar ERP program tool to input and extract financial data for budget planning, formulation, and execution.
2). Executing funds in accordance with all fiscal laws and regulations.
3). Applying complex financial laws and regulations to provide advice on the sources and uses of funds.
4). Analyzing and interpreting financial data to develop recommendations for correcting gaps and conflicts.
5). Reviewing reports, documentation, records, and data to monitor and control obligations and expenditures.
6). Ensuring funds are being executed properly through all stages of encumbrance.
7). Evaluating changes in plans and proposing a new course of action to mitigate deviation from the plan.
8). Communicating, orally and in writing, to resolve team conflict in a positive manner, while maintaining or increasing team morale
9). Communicating, orally and in writing, to assist FM and non-FM community members in understanding financial management requirements GS-09:
