DutiesSummary
This position is located in the Department of Agriculture & Biosecurity, Agricultural Resource Management Division. The unit administers the development and management of the Agricultural Parks, Non‑Agricultural Park Lands, and Agricultural Enterprise Programs; prepares disposition of public lands; manages leases and permits; and develops a long‑range agricultural lands planning program.
The Real Property Appraiser V supervises a staff of real property appraisers or independently performs the real property appraisal activities of an organizational unit, may select fee appraisers, review and analyze appraisal reports, and performs other duties as required.
The position independently performs real property appraisal activities for the division, and if needed the department. Appraisals set up rental minimums for vacant land awards, rental reopening for existing leases, month‑to‑month revocable permits, term and permanent utility easements, etc. The position provides appropriate valuations in complex situations such as property size extremes, multiple zoning, districts, uses, lack of comparable data, and/or multiple valuation methods for the same parcel.
If necessary, the position may also recommend third‑party appraisers and review their reports.
NOTE: During site inspections, the employee may travel through uneven ground, hike in undeveloped areas, clear pathways, and work in inclement weather. The position may require overtime, including weekends and holidays, and overnight travel to inspect properties or attend training conferences. Pursuant to Hawaii Revised Statutes Chapter 127A‑8, all state and county officials, officers, and employees are considered "emergency workers".

Basic Education/Experience Requirements
Graduation from an accredited four‑year college or university with a bachelor’s degree.
