Salary$6,043 to $7,351 per month (SR-24, Step D to I). Hiring rates will be based on availability of funds, the applicant's qualifications, and other relevant factors.
Duties SummaryThe Investigator V level plans, organizes, directs and coordinates the activities of an investigative agency concerned with civil, administrative and/or criminal investigations falling within its respective jurisdiction, where violations investigated are related to a specific program area (e.g., welfare fraud, controlled substances, etc.). The Investigator V level also conducts civil, administrative and/or criminal investigations falling within a variety of jurisdictions such as the Executive, Legislative or Judicial Branches, State departments or agencies, county and federal governments and regulatory boards and commissions, where violations or circumstances investigated are related to a broad variety of program areas and are not limited to a specific program area.
The current vacancy positions are located in the Department of the Attorney General, Investigations Division, Cannabis Nuisance Abatement Unit (CNAU), and report to the Investigator VI. The function of the CNAU is to provide for the effective enforcement and prosecution of those who violate drug nuisance abatement laws under Chapter 712, part V, Hawaii Revised Statutes (HRS) but only for offenses related to drugs and intoxicating compounds as provided under Chapter 712, part IV and violations of Chapter 329D as provided under section 712-1270.
The primary purpose of these positions is to perform investigations and enforcement duties for the CNAU to ensure compliance with State and Federal laws relating to the use, distribution, and sale of hemp products within the State of Hawaii. These positions will provide assistance as needed and directed by the Chief Special Investigator, with all statewide investigations assigned and carried out by the Investigations Division.
The Investigations Division is responsible for providing investigative services to all State departments and law enforcement agencies within the State of Hawaii in conducting criminal, civil, and administrative investigations.
These positions are vested with statewide police powers in accordance with Section 28-11, HRS and are authorized to carry and utilize firearms and ammunition. A majority of work time is spent conducting criminal investigations which involve interrogating suspects, interviewing witnesses, searching for physical evidence, cultivating informants, maintaining surveillance, doing undercover work, preparing search warrants, assuring that the evidence is properly handled throughout the investigation, and making proper arrests.

Basic Education/
Experience:
Bachelor’s degree from an accredited four‑year college or university.
Specialized
Experience:
Three and one‑half (3‑1/2) years of progressively responsible professional investigative experience which demonstrated:
- Initiative, ingenuity, resourcefulness, and judgment required to collect, assemble, and develop facts and other pertinent data;
- The ability to think logically and objectively, to analyze and evaluate facts, evidence and related information, and arrive at sound conclusions;
- Skill in written and oral reports and presentation of investigative findings in a clear and concise manner;
- Tact, discretion, and capacity for obtaining the cooperation and confidence of others.
