Job Summary
This posting is for the State of Hawaii, Department of Land and Natural Resources, Land Division. The position is located in Downtown, Oahu. Salary is commensurate with training and experience.
ResponsibilitiesThe position conducts extensive research, comprehends and interprets major legal sources (e.g., Federal, State, and County statutes and administrative rules, case law, etc.), thoroughly reviews due diligence documents regarding shoreline dispositions, and performs other duties as assigned. The process involves title searches, locating and interpreting historical maps and aerial photos, understanding changes in case law and statutes regarding shoreline management, discussing with land surveyors, coastal geologists, and conservation district planners the appropriateness of issuing easements for shoreline encroachments or proposed shoreline structures, conducting site inspections, and interviewing applicants or other relevant parties as to the historical aspects of shoreline encroachments or the need for proposed shoreline structures.

Citizenship Requirement: Applicants must be citizens, permanent resident aliens, or nationals of the United States. Non-citizens with unrestricted employment authorization from the U.S. Immigration and Naturalization Service may also apply.
Knowledge of:
- General research sources and socioeconomic information; research and statistical methods and techniques; report writing; governmental organization and functions; public relations principles, and practices of public planning; and land use planning and environmental activities of Federal, State and County agencies.
Skills/Abilities to:
- Understand and apply statistical concepts and formulae, research methods and techniques used in public land management; read and comprehend a broad range of subjects; conduct and analyze planning studies and projects; speak and write effectively; analyze facts and develop sound conclusions; maintain effective interpersonal relationships with others; and give and receive oral and written instructions.
- Plan, organize, direct, coordinate, and conduct land management studies and projects; organize and direct development of plans and recommendations for statewide concerns and programs; read and comprehend a broad range of subjects; understand, interpret, and apply statistical concepts and methods; review and analyze planning methods and techniques; assign, review and evaluate work of others; make effective presentations before groups; write effectively;
establish and maintain relationships with public and private groups and individuals, including the initiation of cooperative agreements.
Graduation from an accredited college or university with a bachelor’s degree in planning, natural resources management, public administration, or a related field.
Experience RequirementFour and one-half (4-1/2) years of work experience in public planning, planning law, natural resources management, or a related field.
Substitutions AllowedA master’s degree in planning, public administration, business administration, natural resources management, coastal geology or coastal policy, or a related field may be substituted for two (2) years of professional planning experience.
License RequirementApplicants must possess a valid license, type 3 or higher, to drive in the State of Hawaii.
Quality of ExperiencePossession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. This position is exempt from the civil service and considered temporary in nature.
