The Position
We are a legislative branch office that values integrity, intellectual rigor, independence, and a commitment to public service. We seek experienced professionals to plan and conduct performance audits, studies, program reviews, and evaluations.
This role is well suited for individuals who are interested in examining complex public issues, evaluating evidence, and producing clear, objective work that informs policymakers and the public. We welcome applicants with demonstrated experience analyzing statutes, policies, budgets, financial controls, operations, or public programs; synthesizing large volumes of information; conducting interviews; and producing well-supported written work.
This position is exempt from the civil service and considered temporary in nature. Therefore, if you are appointed to the position, your employment will be considered to be "at will," which means that you may be discharged from your employment at the prerogative of your department head or designee at any time.
Primary Responsibilities- Collect and analyze information from documents, data, interviews, financial records, and relevant laws and regulations
- Evaluate program performance, internal controls, and compliance with statutory and policy requirements
- Synthesize complex or technical material into clear, accurate, and objective findings
- Develop findings and conclusions based on evidence
- Prepare reports that explain complex subjects in a clear and accessible manner
- Communicate professionally with agency personnel, subject matter experts, and other stakeholders
- Work independently and collaboratively throughout all phases of a project
- Excellent analytical and critical-thinking skills
- Clear, precise, and well-structured writing ability
- Sound professional judgment and attention to detail
- Comfort reviewing documentary, financial, or data-based evidence and conducting interviews
- Ability to manage multiple assignments and meet deadlines
- Bachelor’s degree from an accredited institution.
- At least two and a half years of progressively responsible relevant professional experience in law, public policy, legislative service, journalism, government administration, program management, accounting, auditing, compliance, or related analytical fields.
- Experience evaluating programs, financial controls, compliance systems, or operational effectiveness.
- Familiarity with Government Auditing Standards (GAGAS) and their application to performance audits.
- An advanced degree or relevant licensure (e.g., J.D., CPA license, or advanced degree in public policy, economics, accounting, or a related field). Such credentials may substitute for one year of general experience. However, candidates with qualifying professional experience but without an advanced degree are encouraged to apply.
- Familiarity with Hawai‘i state government structure and processes.
Salary starts at $65,000. Compensation based on experience and demonstrated capability, with flexibility for highly qualified candidates. Starting salaries and salary adjustments are set at the discretion of the State Auditor, as provided under Chapter 89C, Hawai‘i Revised Statutes (Public Officers and Employees Excluded from Collective Bargaining).

Legal Authorization to Work RequirementIn accordance with section 78-1(c), Hawai‘i Revised Statutes, any person seeking employment with the government of the State shall be a citizen, national, or permanent resident alien of the United States, or eligible under federal law for unrestricted employment in the United States, and shall become a resident of the State within thirty days after beginning employment as a condition of eligibility for continued employment;
provided that bona fide military service members' dependents shall be exempt from the requirement to become residents if the dependents are in the State by virtue of the military service members' orders.
