J56M Senior Plans and Multilateral Engagements Analyst
Amentum is seeking a dynamic J56 Senior Plans and Multilateral Engagements Analyst to provide research, planning and analysis support to the U.S. Indo-Pacific Command (USINDOPACOM) at Camp H.M. Smith, Hawaii.
Duties and Responsibilities:
- Serve as J56 planner to design and implement strategic initiatives that support major multilateral engagements, to include:
- Develop new plans to execute new initiatives
- Lead headquarters-wide staffing and meetings
- Develop briefs, talking points, and information papers to inform senior-level strategic planning with senior leader audiences
- Brief senior leaders, distilling information to provide coherent suggestions
- Conduct high-level coordination, staffing, and briefings with foreign counterparts.
- Work independently to execute INDOPACOM staffing processes, identify requirements and execute them in a timely way.
- Provide necessary administrative, logistical, and technical support to the Branch, including ETMS2 management.
- Provide administrative and logistical support for successful planning and execution of Multilateral events, engagements, and Conferences
- Conduct research, both unclassified and classified, on various topics supporting ongoing and emerging operational concepts, policies, and plans, distilling that research into actionable recommendations in the form of briefings or white papers.
- Draft short timeline responses to specific questions pertaining to policy and operational plans; analyze subject plans and concepts for areas of concern; research and analyze various pertinent national security policies, military strategies, vulnerability assessments, threat and intelligence assessments; and inform planning efforts and new concept development.
- Conduct theater-level assessments to inform OPLANs/CONPLANs/GCPs/Multilateral Policies and Strategies
Minimum Requirements:
- Master's Degree from an accredited college or university, or Graduation from a military command and staff college
- Field-grade Action Officer experience, supporting a Combatant Command-level Staff
- At least 15 years of experience supporting the Department of Defense (DoD), including:
- At least 3 years of experience in military operations
- At least 5 years of experience working in military plans
- At least 5 years of experience in USINDOPACOM
- Familiar with USINDOPACOM policy and strategy, USINDOPACOM TCP/TCO, GCPs, CT EXORD, OPLANs, CONPLANs, and Theater Security Cooperation Plans including linkages to parallel national interests
- Excellent communication skills, including demonstrated capacity to deliver briefings and written products to flag and general officers (FO/GO)- and Senior Executive Service (SES)-level officials
- Experience in operational and/or strategic levels of DoD planning and/or execution
- Knowledge of the planning continuum to include the Joint Operational Planning Process (JOPP), Joint Operating Concepts (JOC), and Joint Capabilities Areas (JCA)
- Thorough understanding of the Military Decision-Making Process (MDMP) to include mission analysis, course of action development, analysis, comparison, recommendation, and approval
- In-depth knowledge of U.S. national plans and policy (National Security Strategy (NSS), National Military Strategy (NMS), Unified Command Plan (UCP), Guidance for Employment of the Force (GEF), and Joint Strategic Campaign Plan (JSCP)
- Proficient in Microsoft Office applications (Word, Excel, PowerPoint)
- Must have an active Top-Secret clearance with SCI eligibility.
Note:
US Citizenship is required to obtain a Top-Secret Clearance.
Preferred Qualifications:
- 10 or more years of experience in military plans, campaigns, and assessments
- Graduate of the School of Advanced Military Studies (SAMS), School of Advanced Warfighting (SAW), School of Advanced Air and Space Studies (SAASS), Maritime Advanced Warfighting School (MAWS), Basic Strategic Art Program (BSAP), or Advanced Strategic Art Program (ASAP).
Specialized Knowledge and
Skills:
- Knowledge of the planning continuum to include the Joint Operational Planning Process (JOPP), Joint Operating Concepts (JOC), and Joint Capabilities Areas (JCA)
- Theater knowledge and advanced joint planning skills to shape and deliver the desired plans
- In-depth knowledge of U.S. national plans and policy (National Security Strategy (NSS), National Military Strategy (NMS), Unified Command Plan (UCP), Guidance for Employment of the Force (GEF), and Joint Strategic Campaign Plan (JSCP)
- Thorough understanding of the Military Decision Making Process (MDMP) to include mission analysis, course of action development, analysis, comparison, recommendation, and approval.
- Communicate effectively verbally and in writing in order to provide information, articles, written reports, and presentations to include delivering executive summaries to flag and general officers (FO/GO) and Senior Executive Service (SES) level officials
