Responsibilities
- Serves as primary liaison to legislators responsible for coordination and follow-up on legislative matters on behalf of the DOE during the regular legislative session and any special sessions. Drafts, revises, researches data and tracks DOE legislative reports, legislative proposals and other initiatives, including the biennium budget request. Assigns pending legislation to appropriate offices for action. Coordinates and assists with enrolled bills process with the Governor's office.
- Stays abreast of legislative issues and related developments and their potential impact on the DOE, at the state and lower levels. Provides analysis and recommendations on legislative issues. Plans and assists with implementation of the DOE's legislative strategy. Coordinates with DOE leadership and staff, and the Governor's office as appropriate, to achieve desired results. Monitors informational briefings, hearings, and other legislative meetings for potential DOE involvement.
- Conducts research on, drafts, edits, and coordinates DOE testimony for hearings. Coordinates with other executive branch agencies and the Office of the Governor on DOE testimonies. Coordinates hearings with educational subject matter committees.
- Assists in preparing public presentations for the Superintendent and other DOE officials, as assigned. Prepares and presents reports to DOE leadership, the BOE and the Legislature as necessary. Plans and conducts training for DOE leadership and staff on legislative process, testimony drafting, and other related resources.
- Assists with other internal policy development efforts of the DOE, including administrative rules, board policies, standard practices, and other policy products.
- Supports PIPE's general mission by supporting cross-office projects, cultivating partnerships with external stakeholders and organizations, and facilitating planning meetings. Assists with policy and innovation. Develops creative solutions to program implementation challenges, and preparing memos, presentations, briefing materials, and reports to communicate and summarize findings and recommendations to appropriate audiences. Provides project or program management, as required.
- Performs other related duties as assigned.
Graduation from an accredited college or university with a bachelor’s degree in political science or business administration with coursework in public administration, management accounting, and research statistics.
Desired EducationGraduation from an accredited college or university with a bachelor's degree in English, communications, journalism, or education which included coursework in public affairs, government relations and/or communications.
Preferred EducationA master's degree in the above fields or a juris doctorate degree.
ExperienceFour (4) years of responsible professional work experience in program planning and analysis, budgeting, and/or public administration of which one (1) year shall have been in an education program, agency or system.
Desired ExperienceResponsible professional experience in government relations, public policy, communications, and/or coordinating legislative matters.
CombinedEducation and Experience
An equivalent combination of education and experience may be acceptable, as determined by the Department. Substitutions can be considered for the requirement of experience in an education program, agency or system.
KnowledgePublic administration and organization theory; management accounting; business statistics; computer-based information systems; laws, rules, regulations and administrative procedures pertinent to the area(s) of assignment.
Desired KnowledgePolitical science, government relations, lobbying and/or legislative issues; communication principles; current practices and problems in public relations.
Ability toConduct studies in program planning and analysis; communicate effectively with others both orally and in writing; operate computer and other business machines.
Desired Ability toDeal effectively with government officials and staff; provide information and/or make appropriate referrals; draft and edit bills, testimonies, informational briefings.
Salary RangeEOSR-7, $114,820 to $162,535. Department of Education certificated employees will be placed on the salary range in accordance with Department regulations. All others will be placed on the first step of $114,820.
Work Year and BenefitsThis appointment will be on a 12-month basis with vacation and sick leave provided according to applicable regulations.
