Position: Animal Transfer & Outreach Coordinator - SR-22
Location: Pahoa

Animal Control And Protection Agency

Plans, organizes, and coordinates animal transfer operations; establishes and maintains relations with animal transfer partners; performs community outreach and education; and performs other related duties as required. There is one (1) immediate permanent full-time vacancy with the Animal Control and Protection Agency in Puna. The eligible list may be used for other permanent and temporary vacancies as they arise during the life of the list.

Training and Experience : A combination of education and experience substantially equivalent to:

  • graduation from an accredited college or university with a baccalaureate degree (scan and attach a copy of your official college transcript to your application), and
  • three (3) years of work experience planning and coordinating projects, of which
  • one (1) year shall have been for an animal control agency, animal shelter, veterinary office, or related facility, and
  • possession of a valid State of Hawai'i driver's license (Class
    3) or any other valid comparable driver's license at time of filing. (You will be required to submit your valid driver's license at time of hire.)

Foreign transcripts must be accompanied by an official credential evaluation report to determine U.S. equivalency. (Scan and attach a copy of your official credential evaluation report to your application.) Examination:
All applicants who meet the minimum qualification requirements will be assigned a score of 70 points. An education and experience evaluation will be conducted based on the applicant's training, education and experience as presented in the application. It is essential that the applicant describe fully the duties and responsibilities of each position held, specify the date of each position held (from and to, month and year), and indicate the number of hours worked per week. Note:

Knowledge of : principles and methodology of program planning and development; research and evaluation methods and techniques; report writing; animal behavior, breed identification, and basic animal health; community organizations and agencies, resources, and services that interact with and have an impact on the department's programs and activities; federal, state and local laws, ordinances and regulations pertaining to the care, housing, treatment and impounding of animals;

and effective communications techniques, including public information publication techniques and materials preparation. Ability to : plan, organize, coordinate, and implement activities for the development of new or revised programs, policies and procedures; research, analyze, evaluate, and interpret data, reports, and other complex materials, and draft comprehensive reports of findings and conclusions; utilize problem solving techniques in addressing problems, issues, and concerns, and recommend alternative solutions;

understand and follow oral and written instructions; communicate effectively, both orally and in writing; interpret and apply safety policies and procedures; analyze and solve problems; interpret and explain pertinent federal and state policies and procedures, regulations, etc., to a variety of audiences; prepare and maintain accurate written and computer records; and effectively speak and communicate in public, in front of both large and small audiences.
