Position: SUPERVISORY CONTRACT SPECIALIST with Security Clearance
Location: Pearl Harbor

Duties
* You will be responsible for contracts related to design, construction, utilities, alteration, maintenance, facility support services, information technology, and environmental engineering of shore facilities.
* You will oversee and lead efforts to plan, develop, advertise, negotiate, award, administer, and/or terminate contracts supporting long range procurement programs.
* You will make decisions or recommendations on the interpretation and content of federal regulations and agency policies concerning development and management of complex procurements.
* You will serve as principal contracting advisor to senior level customer personnel and Command/Business Line representatives.
* You will assist the CCO in resolving inquiries from the Small Business Administration, Department of Labor, Office of the Secretary of the Navy or customer equivalent, industry associations, individual contractors, and/or Members of Congress. Requirements Conditions of employment

* Must be determined suitable for federal employment.
* Must participate in the direct deposit pay program.

* Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
* Males born after 12-31-59 must be registered for Selective Service.
* This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
* You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
* You will be required to obtain and maintain a SECRET security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
* You will be required to possess, obtain and maintain a current valid United States driver's license.
* Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR . Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector
1) Interpreting and ensuring that contract actions are in accordance with relevant laws, regulations, policies, standards, or procedures;
2) Developing, executing, and administering contracts in support of design, construction, facility services and maintenance for shore facilities and
3) Advising on and conducting the procurement process from solicitation to award including source selection and through all post award phases of contracting, including modifications, processing payments, final invoicing, final evaluation, and closeout.
