Salary: $6,043 to $7,351 per month (SR-24, Step D to I).

Job Summary

The Substance Abuse Specialist V leads the HSH MISA program as part of the Clinical Services Section. The role involves planning, coordinating, and supervising day‑to‑day substance abuse treatment operations, managing quality improvement activities, and collaborating with a multidisciplinary team of practitioners, social workers, and other rehabilitative professionals.

Responsibilities
  • Serve as a team member and contribute to the development, implementation, and evaluation of individualized treatment plans.
  • Conduct educational, treatment, and therapeutic classes for individuals and groups.
  • Develop and revise program policies, procedures, and curricula related to substance abuse treatment.
  • Plan, organize, and supervise all activities of the operational unit.
  • Supervise employees at the Substance Abuse Specialist IV level and provide technical and administrative guidance.
  • Define unit objectives, develop procedures, and oversee execution in alignment with branch policies and priorities.
Qualifications
  • Legal authorization to work in Hawaii as required by state law.
  • Bachelor’s degree from an accredited four‑year college or university.
  • At least 3½ years of progressively responsible professional experience in substance abuse counseling, case management, or related intervention programs.
  • Experience assessing individuals, developing individualized treatment plans, and providing counseling and education.
  • Knowledge of pharmacological effects, behavioral, psychological, and social impacts of psychoactive substances, and substance use treatment theories.
  • Demonstrated supervisory aptitude or potential may be accepted in lieu of direct supervisory experience.
  • Relevant substitutions are allowed pursuant to the Minimum Qualification Requirements.
