Job Overview
The position is a Substance Abuse Specialist V located in the Clinical Services Section, Psychosocial Rehabilitation Services Unit, Mental Illness and Substance Abuse Services (MISA) Program of the Hawaii State Hospital. The primary purpose of this position is to manage the operations of the MISA services/program, including development and implementation of procedures, standards of care, and quality improvement activities.
Responsibilities- Plan, organize, supervise, and coordinate all activities of the operational unit concerning day‑to‑day substance abuse treatment programs.
- Provide full technical and administrative supervision over a staff of lower‑level Substance Abuse Specialists.
- Define unit/section objectives in accordance with branch policies and priorities.
- Develop methods and procedures to achieve those objectives.
- Supervise one or more positions at the Substance Abuse Specialist IV level.
- Collaborate with multidisciplinary teams to assess, develop, implement, and evaluate individualized treatment plans aimed at helping users overcome alcohol and/or substance use.
- Independently conduct educational, treatment, and therapeutic related classes and participate in developing program policies, procedures, treatment approaches, and educational curriculum.
- Legal authorization to work in the United States as a citizen, national, or permanent resident alien.
- Fundamental knowledge of pharmacological properties and effects of psychoactive substances, behavioral, psychological, social, and health effects of psychoactive substances, the alcohol and drug use continuum, causes of addiction, relationship between substance use and infectious diseases, and effects of chronic substance use on individuals and their families and communities.
- Comprehensive knowledge of the principles, methods, and techniques of substance abuse treatment counseling, case management, and the theories guiding their use; and effective work organization and staff utilization.
- Strong affirmative evidence of supervisory aptitude or potential.

Education:
Bachelor’s degree from an accredited four‑year college or university. - Specialized
Experience:
Three and one‑half (3½) years of progressively responsible professional work experience involving assessment, development of individualized treatment plans for alcohol and/or drug use intervention, and provision of substance abuse counseling and education to individuals or groups in treatment programs. - Demonstrated knowledge of goals, objectives, principles, methods, standards, and techniques of substance abuse treatment.
Salary: $6,221 to $7,568 per month (SR‑24, Step D to I). Hiring rates will be based on availability of funds, the applicant’s qualifications, and other relevant factors.
