Position: HUMAN RESOURCES SPECIALIST (LABOR RELATIONS/EMPLOYEE RELATIONS) with Security Clearance
Location: Pearl Harbor

Duties
* You will serve as a management representative or provide assistance to management in hearings before the Merit Systems Protection Board, Equal Opportunity Commission, Arbitration, Federal Labor Relations Authority, or unemployment appeals.
* You will conduct research and prepare appeal cases, including preparation of supporting documents.
* You will serve as an authority on labor relations matters for customer commands and as a member of management teams.
* You will advise all levels of supervisors in achieving positive discipline and in studying and analyzing the human relations aspect of the discipline problem. Requirements Conditions of employment

* This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
* This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required. Qualifications This position supports the Human Resources Office for the U.S. Pacific Fleet. Responsibilities include but not limited to:
Utilizing various office automation software to produce documents such as letters, reports, presentations, etc., in order to support the work of senior personnel in an office. Applicant must be proficient in the Microsoft Office suite of applications, and be an articulate and effective communicator. Candidates should be comfortable working under supervision and/or independently, as well as in virtual and in-person team environments.

GS-9:
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-7 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
* Advising first line supervisors and managers on routine performance management, leave administration, and employee conduct issues.
* Drafting and reviewing disciplinary and adverse action notices, as well as Performance Improvement Plans (PIPs).
* Researching statutory requirements, case law (e.g., Merit Systems Protection Board (MSPB), Federal Labor Relations Authority (FLRA)), and agency regulations to provide preliminary recommendations on LER issues.
* Assisting in the administration of collective bargaining agreements, including processing formal grievances and responding to union requests for information. GS-7:
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-5 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
* Assisting higher-level specialists with researching basic civilian HR regulations, policies, and procedures.
* Gathering factual information and documentation to support employee relations cases (e.g., grievances, standard disciplinary actions).
* Drafting standard HR correspondence, basic notices, or reports related to employee conduct or performance.
* Responding to routine inquiries from employees or supervisors regarding basic labor and employee relations matters. Additional qualification information can be found from the following Office of Personnel Management website:
