SalarySalary: $10,428 to $16,688 per month (EM‑07, Minimum to Maximum). Hiring rates will be based on availability of funds, applicant's qualifications, and other relevant factors.
Job SummaryThe Departmental Human Resources Officer (DHRO) IV is the most senior position in the DHRO series and has staff responsibility for the Department of Transportation's personnel program. The DHRO IV serves as the principal advisor to the Director and the deputy directors on all personnel management matters.
Qualifications- Legal Authorization to Work
:
The State of Hawaii requires all persons seeking employment with the government of the State to be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States. - Basic Education/Experience
: A bachelor's degree from an accredited four‑year college or university. - Specialized Experience
:
Three and a half years of progressively responsible experience in one or more of the following human resources management functions: recruitment, placement, examination, position classification, pay or wage administration, employee relations services, employee development, personnel program development, personnel research, and labor relations. - At least one year of the specialized experience must have been comparable in scope and responsibility to a Human Resources Specialist IV.
- Staff Specialist or Supervisory Experience (two years total):
- A. Staff Specialist Experience
:
Human resources specialist and/or labor relations experience that regularly involves difficult and complex situations and problems, providing advisory services to management in program development, evaluation, and policy formulation. - OR
- Human resources specialist and/or labor relations experience that performs extensive work on the most complex assignments, develops new and revised procedures, ensures compliance with sound personnel practices, analyzes the impact of proposed legislation, and conducts research to improve the personnel administration system.

- B. Supervisory Experience
:
Experience in human resources management or labor relations that included planning and directing the work of others, assigning and reviewing their work, advising them on difficult problem areas, timing and scheduling their work, and training and developing them. - Administrative Experience
:
One year of experience in the field of human resources management and/or labor relations involving active participation in and major responsibility for the development, management, execution, and coordination of policies, activities, and programs. - Substitutions Allowed
