Position: Talent Pipeline: Technologists for State Medicaid Modernization (Multiple Upcoming Roles)
Location: East Honolulu

We are building a talent pool of senior‑level technologists ready to apply their skills to state Medicaid programs. Over the coming months states will be opening roles that need experienced technologists to improve digital delivery for almost 80 million people relying on Medicaid.

We help governments define roles, shape hiring strategies, and identify technologists and we support job seekers navigating the unique process of pursuing public service. Role Overview

Roles are embedded within states’ Medicaid, health, or tech programs to modernize how services are delivered and improve outcomes for beneficiaries and staff. You’ll help simplify and streamline eligibility, enrollment, and renewal, introduce more user‑centered and iterative ways of working, and align technology investments with real needs.

You will collaborate across policy, operations, IT, and beyond to:

  • improve system reliability, speed, and usability
  • reduce churn and coverage disruptions
  • strengthen in‑house technical capacity
  • translate insights into roadmaps, prototypes, or technical improvements
  • support modern delivery practices that can be sustained over time

Ultimately, success means Medicaid systems become easier to use, more efficient, and more resilient while meeting compliance requirements and improving people’s access to care.

Role Requirements

We’re looking for experienced technologists who can operate in complex environments and bridge policy, operations, and tech.

Minimum Qualifications
  • 8+ years in software engineering, product management, human‑centered design, customer experience, or related tech role
  • experience collaborating in cross‑functional teams and stakeholder environments
  • ability to deliver measurable improvements in complex, regulated systems
  • strong communication skills with technical and non‑technical audiences
  • agile and iterative delivery practices
Track‑Specific Strengths May Include
  • Engineering: modernizing systems, improving reliability, data flow, integrations
Preferred Experience
  • Public benefits systems (e.g., Medicaid, SNAP, TANF) working with legacy systems, procurement, compliance, or vendor management
Core competencies
  • strategic thinking and outcome orientation
  • collaborative leadership across departments and vendors
  • empathy and user‑focus for diverse and vulnerable populations
  • adaptability and comfort with ambiguity
