Position: INVESTIGATOR V (HOMELAND SECURITY) - OAHU

Overview

Positions in the Investigator series perform and/or supervise investigations concerned with suspected or actual violations of civil, administrative and/or criminal laws, rules, regulations or other legal requirements.

Location

Intelligence Enforcement Unit of the Office of Homeland Security (OHS) in the Department of Law Enforcement (DLE). The unit provides intelligence support to departmental operations focusing on homeland security threats and crimes statewide.

Salary

$6,043 to $7,351 per month (SR‑24, Step D to I). Hiring rates will be based on availability of funds and the applicant’s qualifications.

Responsibilities
  • Plan, organize, direct, and coordinate investigations in civil, administrative, and criminal matters within the Investigator V level.
  • Conduct in‑depth and undercover investigations of terrorism, critical infrastructure threats, illegal gaming arrangements, and violent crimes.
  • Coordinate and cooperate with Federal, State, and County agencies; conduct seizure and forfeiture cases on currency, vehicles, and property.
  • Participate in and coordinate the Federal asset‑sharing program with the U.S. Drug Enforcement Administration.
  • Prepare written and oral reports and presentations of investigative findings.
Qualifications
  • Legal Authorization to Work – Citizen, national, or permanent resident alien of the United States, or otherwise eligible under federal law.
  • Basic Education/Experience – Bachelor’s degree from an accredited four‑year college or university.
  • Specialized Experience – 3½ years of progressively responsible professional investigative experience that demonstrates:
    • Initiative, ingenuity, resourcefulness, and judgment to collect, assemble, and develop facts and data.
    • Logical, objective thinking and the ability to evaluate facts and evidence.
    • Skill in written and oral reporting and presentation.
    • Discretion and ability to obtain cooperation and confidence of others.
  • Quality of Experience – At least one year of experience comparable to the Investigator IV class in scope, complexity, and responsibility.
  • Selective Certification (Homeland Security Investigations Experience) – Knowledge of the intelligence cycle, intelligence‑led policing principles, criminal and intelligence investigations management, and interagency jurisdictional responsibilities.
Other Requirements
  • Firearm Proficiency – Must be certified by a law‑enforcement firearms instructor to carry a department or agency‑issued handgun.
  • Experience in Joint Task Forces – At least 1½ years of professional experience in joint task force or interagency law‑enforcement operations.
  • Valid driver’s license.
  • Successful completion of a pre‑employment drug test (applicant responsible for cost).
  • Must not have a conviction of domestic violence.
