Position: INVESTIGATOR IV (CIVIL RIGHTS) - DOWNTOWN, OAHU
Location: ‘Ewa Gentry

Investigator IV – Investigation Section, Hawaii Civil Rights Commission

Permanent, full‑time position with the Department of Labor & Industrial Relations.

Salary: $5,369 to $6,535 per month (SR‑22, Step D to I).

Duties

The Investigator IV independently performs and/or supervises investigations involving suspected or actual violations of civil, administrative, and/or criminal laws, rules, regulations, or other legal requirements within the agency’s jurisdiction. Responsibilities include determining case approach and gathering supporting evidence; preparing reports; and performing related duties as assigned. The Investigation Section provides staff support to the HCRC in the intake, investigation, and informal complaint resolution relating to alleged unlawful discriminatory practices.

Minimum Qualifications
  • Legal Authorization to Work: U.S. person or otherwise eligible for unrestricted employment.
  • Bachelor’s degree from an accredited four‑year college or university.
  • Specialized

    Experience:

    2½ years of progressively responsible professional investigative experience, including initiative, analytical judgment, reporting, discretion, and cooperation skills.
  • Initiative, ingenuity, resourcefulness, and judgment required to collect and develop facts and data.
  • Logical, objective thinking; evaluate facts, evidence, and information to reach sound conclusions.
  • Skill in written and oral reports and presentation of investigative findings clearly and concisely.
  • Tact, discretion, and capacity for obtaining cooperation and confidence of others.
  • Selective Certification Requirement (Civil Rights Experience): Demonstrated knowledge of civil rights laws, regulations, and evidence requirements; ability to recognize discriminatory patterns, detect discrepancies, and make rulings on reasonable cause. Must have six months of professional civil‑rights–related work experience (e.g., attorney, legal assistant, EEO specialist).
  • Supervisory Aptitude: Supervisory potential acceptable; strong evidence of supervisory abilities.
  • Substitutions: Law degree may substitute for two years of specialized experience; one semester of relevant graduate coursework may substitute for six months of civil‑rights experience.
