There is one (1) immediate permanent full-time vacancy with the Animal Control and Protection Agency in Puna. Working Conditions:

Exposure to hazardous, filthy, and/or obnoxious conditions.

• Plans, organizes, and coordinates animal transfer operations; ensures that operations are consistent with all applicable animal shelter guidelines and applicable rules and regulations; formulates, implements, and revises policies, operational procedures, goals and objectives.
• Serves as the point of contact for the animal transfer operations and provides advice and consultation to directors, managers, supervisors, other employees, and the public.
• Analyzes projects, operations, plans, and services to determine their effectiveness, efficiency, and accessibility in meeting the needs of operations.
• Establishes and maintains relationships as well as serves as primary point of contact with animal adoption and transfer partners.
• Coordinates transfer and transport details, including veterinary scheduling and recruiting the help of staff and/or volunteers as needed. Coordinates with receiving partners on animals eligible for transfer by reviewing medical and behavior records, provide further dialogue as needed. Creates and maintains a shareable electronic database with photos, videos, and descriptions for animals needing transfer.
• Screens applications of prospective transfer partners, provides adoption counseling for interested transfer partners, and promotes pets for transfer or adoption. Advises transfer partners of available shelter animals for transfer, adoption, or foster.
• Ensures adequate veterinary care for animals to include spay/neuter, or other medical necessities prior to leaving the shelter.
• Contacts animal owners to inform them that their pets are at animal holding facilities.
• Assesses animal behavior; documents the animals' profile in the electronic tracking system; alerts staff of any changes in behavior and determines adoptability for transfer partners.
• Keeps abreast of State, Federal, and County laws, ordinances, regulations, and legislation that govern or may impact operations; may draft testimony, legislative proposals, or comments as appropriate; evaluates impact and resolves issues or problems.
• Identifies potential sources of grant funding from federal, state, and private sources; evaluates appropriateness of loan/grant funds relative to department goals; prepares loan/grant applications and supporting documentation.
• Facilitates the off-island/Mainland transfer operations through our transfer partners, including preparing documentation, crates and animals for travel. Provides transportation for animals to the airport as necessary or allowed.
• Promotes community and public relations for the Animal Control and Protection Agency; develops and composes agency brochures, special reports, advertisements and other statistical reports and displays to educate staff and the public and performs outreach activities.
• Organizes and coordinates the department's participation in community projects and events to foster community relations.
• Performs data entry to maintain appropriate recordkeeping.
• May supervise lower-level personnel and may participate in the interview, selection, training, and evaluation process.
• Maintains animal transfer statistics and produces reports as needed, participates in the agency's budget process.
• Operates a motor vehicle to perform work-related travel.
• Performs other related duties as assigned.

Training and Experience : A combination of education and experience substantially equivalent to:

• graduation from an accredited college or university with a baccalaureate degree (scan and attach a copy of your official college transcript to your application), and
• three (3) years of work experience planning and coordinating projects, of which
• one (1) year shall have been for an animal control agency, animal shelter, veterinary office, or related facility, and
• possession of a valid State of Hawai'i driver's license (Class
  3) or any other valid comparable driver's license at time of filing. (You will be required to submit your valid driver's license at time of hire.)
