Position: CHILD/ADULT PROTECTIVE SERVICES SUPERVISOR I - DEPARTMENT OF HUMAN SERVICES - OAHU
Location: East Honolulu

Salary: $6,283 to $7,644 per month (SR‑25, Step D to Step I).

Position Overview

Positions in this class serve as unit supervisors with full technical and administrative responsibility over a group of Child/Adult Protective Services Specialists, possibly other professional staff engaged in providing direct protective services work, and non‑professional support staff. The role includes planning, organizing, and directing unit activities to meet program and organizational objectives; assigning, reviewing, and evaluating the work of subordinate staff;

providing technical guidance, staff training, and development; counseling and disciplining staff; and performing related duties as necessary.

Supervisors may assume greater authority over protective service cases that are in an extreme state of crisis, subject to intense public scrutiny, precedent‑setting, or handled by less experienced staff. They may also make recommendations regarding the development and revision of program policies and procedures.

Child Welfare Services Branch (CWSB)

The CWSB provides services for child protection, foster care, adoption, independent living skills, case management foster home recruitment, licensing, and contracted support and treatment services to prevent and remedy abuse and neglect.

Qualifications
  • Legal Authorization to Work
    :
    All persons must be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment.
  • Basic Education
    : A bachelor’s degree from an accredited four‑year college or university with a minimum of 12 semester credit hours in courses such as counseling, criminal justice, human services, psychology, social work, social welfare, sociology, or other behavioral sciences.
  • Specialized Experience
    :
    One and a half years of progressively responsible professional experience helping individuals and families identify problems, cope with conditions, and function effectively. Responsibilities typically include assessing client problem and needs, developing service or treatment plans, implementing plans, monitoring services, and evaluating progress with necessary amendments.
  • Protective Services Experience
    :
    Two years of professional social or human service work primarily involving investigations to identify and confirm child or dependent adult abuse/neglect cases, developing and implementing treatment plans, and including termination of parental rights as necessary. Knowledge of the abuse/neglect continuum, victim recognition, family influences, intervention techniques, conflict resolution, and legal rights of victims is required.
  • Supervisory Aptitude
    :
    Demonstrated potential for supervisory duties through successful completion of assignments involving supervisory responsibilities or aspects of supervision, such as serving as a group or team leader, or through favorable supervisor appraisals indicating supervisory potential.
