JOB SUMMARY:
Reporting to the Director of Infrastructure and Planning Services, this position acts as the Town of Hay River’s project manager planning and delivering municipal infrastructure projects. The position acts as the Town’s main point of contact for all aspects related to the planning, delivery, coordination and administration of each assigned project. The position will complete projects through external consultants and contractors as well as in-house resources as required by each project’s scope.
The position manages several capital projects and project teams at once.
The Project Manager will play an important role in advancing the yearly Capital Program. This position will manage municipal infrastructure projects and project teams using the latest standards and best practices for project management . The projects assigned to the department will encompass all areas of municipal infrastructure including sanitary collection, treatment and disposal, water distribution, drainage, transportation, buildings/facilities and parks.
DUTIES & RESPONSIBILITIES:
- Project Planning & Coordination. This includes but is not limited to:
- Coordinates infrastructure projects including scope definition, cost estimation, stakeholder engagement, public consultation, tendering, construction oversight, and project closure;
- Coordinates implementation of infrastructure projects with other Town divisions and departments;
- Provides timely information to the Director of Infrastructure and Planning Services to keep projects on schedule and on budget or adjust as needed;
- Works with the project team and Director of Infrastructure and Planning Services to resolve contract disputes; and
- Coordinates with grant administrators to meet grant funding requirements.
- Technical Oversight. This includes but is not limited to:
- Develops terms of reference for infrastructure projects, reviews consultants’ designs, plans, tender packages, reports and monitors consultants’ performance on behalf of the Town;
- Develops scopes of work for procurement of professional services and construction services, including EOIs, RFPs, RFQs and Tender Documents.
- Provides infrastructure expertise for project scoping and provides recommendations for studies related to area and regional servicing;
- Investigates, researches, and prepares reports on technical issues; and
- Acts as Inspector and/or Contract Administrator for construction projects; conducts meetings, corresponds with contractors, and supports dispute resolution. Reviews construction drawings and specifications.
- Financial Management. This includes but is not limited to:
- Assists with the development and management of project budgets from initiation through design, construction, and closure;
- Reviews and authorizes/validates payments to external service providers and suppliers; and;
- Prepares project spend forecasts for the annual Capital Budget and variance reporting.
- Regulatory Compliance & Stakeholder Engagement. This includes but is not limited to:
