THE POSITION

Division head management classification allocated to the Operations and Maintenance (O&M) Division of the Department of Public Works & Utilities – Utilities Division, reporting to the Assistant Director of Public Works. The Utilities Operations and Maintenance Manager is responsible for the operation of the City’s water, sewer collection, recycled water, and storm water systems and performs responsible management in support of the Utilities O&M Division’s goals and objectives.

The position serves as the Chief Operator for the City’s water system and as the sewer collection system Legally Responsible Official.

Results‑oriented, combining technical expertise with strong organizational leadership and a deep commitment to regulatory compliance, public safety, and environmental stewardship. Familiar with Cal OSHA standards and committed to cultivating a safety‑first culture. Demonstrates exceptional written and verbal communication skills, sound judgment, and the ability to navigate both technical and political environments with integrity and confidence.

Duties
  • Direct the operation and maintenance of the City water distribution system, including water pump stations, reservoirs, pipelines, sewer collection system, lift stations, and pump stations, recycled water distribution system, and storm water pump stations.
  • Ensure all regulatory requirements related to delivery of drinking water are met and that water delivered meets applicable drinking water standards.
  • Ensure all regulatory requirements related to sewer collection system operations and maintenance are met, including reporting of sanitary sewer overflows to authorities per regulatory regulations.
  • Ensure sanitary sewer overflows are minimized and contained to protect public waters.
  • Maintain all fire hydrants (except those marked “out of service”) and coordinate with Fire Department on flow and pressure compliance.
  • Coordinate water, recycled water, and sewer operations with public needs, outside agencies, and city departments; respond to inquiries, concerns, and service requests.
  • Assist the Assistant Director with budget preparation and other administrative work as assigned.
  • Assist with strategic planning to prepare water and sewer systems for future demand.
  • Utilize modern technology including SharePoint, GIS, SCADA Historian, work orders, and asset management in all utilities O&M activities.
  • Collaborate with City staff, residents, businesses, property owners, and other utilities to resolve issues.
  • Update water and wastewater system standards, conferring with developers and contractors as needed.
  • Identify electrical and mechanical maintenance needs in the utility system and initiate proper action.
  • Ensure emergency staff is available 24/7 for necessary action.
  • Oversee meter reading program and ensure timely accurate readings; manage meter repair and replacement.
  • Oversee testing and approval of backflow prevention devices.
  • Develop schedules and establish assignment priorities for water field maintenance and construction, and utilities operations and maintenance sections.
  • Develop and maintain specifications for water and sewer system equipment and recommend major purchases.
  • Maintain interaction with regulatory agencies related to system operation and maintenance.
  • Prepare records, forms, and required reports to regulatory agencies.
  • Prepare and maintain effective correspondence between utilities operations and maintenance, U&E Department, other city departments, and the public.
  • Work with utilities engineers to review and evaluate construction plans, drawings, and specifications.
  • Prepare comprehensive written comments on issues and concerns.
  • Operate and maintain activities for transfer of water from Hetch Hetchy Aqueduct turnouts to City distribution system, emergency wells, and related infrastructure.
