Operations Manager
Willowglen Homes is seeking an experienced Development Project Manager to lead all post-entitlement activities required to bring a fully entitled and approved master‑planned residential community to construction readiness. This role will work under the oversight of the developer and will be responsible for driving day‑to‑day execution, coordinating consultants and agencies, and clearing the outstanding conditions necessary to prepare the project for building.
This position requires a highly organized, self‑directed professional who can manage complex development work independently when needed while maintaining alignment with project goals, budgets, schedules, and approval requirements. The successful candidate will have strong experience in land development, environmental condition clearance, infrastructure coordination, and preconstruction readiness.
What You Will Do- Lead all post‑entitlement project activities through construction readiness.
- Coordinate engineering, permitting, plan check, agency approvals, utility planning, and infrastructure preparation.
- Manage biological, habitat, environmental, and other permit‑condition clearances required before construction may begin.
- Oversee coordination with civil engineers, surveyors, environmental consultants, utility providers, contractors, and public agencies.
- Maintain the master development schedule, budget tracking, milestone log, and action‑item register.
- Identify risks, delays, and unresolved issues that may impact construction start, and escalate critical items to the developer.
- Support procurement, scope review, and bid coordination for early work and infrastructure packages.
- Ensure all project deliverables are organized, documented, and ready for turnover to the construction/homebuilding team.
- Provide regular status updates, issue summaries, and recommendations to the developer and internal stakeholders.
- Operate independently when necessary to keep the project moving within approved parameters.
- Cleared entitlement and approval conditions.
- Complete permit and agency signoff tracker.
- Environmental, biological, and habitat mitigation clearance log.
- Regularly updated master schedule and project milestone report.
- Construction‑readiness checklist and handoff package.
- Budget tracking and forecast updates.
- Bid package coordination and early works procurement support.
- 3 to 5 years of experience in land development, real estate development, master‑planned communities, or residential project management.
- Experience managing post‑entitlement development work through construction readiness.
- Working knowledge of permitting, agency coordination, infrastructure, environmental compliance, and mitigation clearance.
- Strong ability to manage schedules, budgets, consultants, and multiple moving work streams.
- Demonstrated ability to work independently with limited supervision.
- Excellent communication, problem‑solving, and organizational skills.
- Bachelor’s degree in construction management, civil engineering, real estate, urban planning, or related field preferred and/or commensurate experience.
The Development Project Manager reports to the developer and works closely with internal construction, land, finance, and consultant teams. The developer provides oversight, strategic direction, and approval authority, while the Project Manager is responsible for day‑to‑day execution and issue resolution. The Superintendent will manage homebuilding coordination once the project is ready for construction.
CompensationCompensation for this Sonoma County–based position is competitive and will be determined based on experience, qualifications, and overall alignment with the role.
