Responsibilities
- Develop, implement, and control contractual, financial, and technical aspects of a project/program through designated phases of the acquisition cycle.
- Plan, organize, direct, and coordinate activities of functional specialists including contracting, engineering, manufacturing, program control, configuration/data management, test, and logistics.
- Review and direct progress of contractors in meeting program objectives.
- Represent the organization at executive levels within the Government and to contractor/industry representatives.
- Prepare, present, defend, and interpret staff studies to the Program Director and/or other management officials.
- U.S. Citizenship is required.
- Males must be registered for Selective Service.
- Position may require an appropriate security clearance and current certifications.
- Employee may be required to work outside normal duty hours, including evenings, weekends, holidays, shift work, and emergency overtime.
- Position may require random drug testing and occupational travel.
- Employee must file an OGE-450 “Confidential Financial Disclosure Report” within 30 days of assuming the position and annually thereafter, and attend annual ethics and procurement integrity training.
- Position may be subject to DoD Priority Placement Program and may allow telework at situational or ad‑hoc discretion.
- At least 1 year of specialized experience equivalent to Federal experience at the next lower grade (GS‑11), level, pay band or equivalent, within 120 days of the closing date.
- Knowledge of laws, principles, policies, and practices of systems acquisition and program management.
- Knowledge of business, industrial management, contracting procedures, technical concepts, and production practices to evaluate contractor proposals and activities.
- Knowledge of missions, roles, functions, organizational structures, and operations of the Department of Defense, Air Force, and other entities that influence the systems acquisition process.
- Ability to communicate orally and in writing clearly, concisely, and with technical accuracy.
- Ability to establish and maintain good relationships with individuals and groups within the office as well as outside the immediate work unit.
- Ability to plan, organize, lead, and manage critical aspects of research, development, production, and support of subsystems or equipment, and integrate, analyze, and manage a variety of acquisition functions and personnel in support of the process.
