Procurement Strategic Sourcing Manager

The State Procurement Services Division is seeking an individual with exceptional leadership, communication, project management, and problem-solving skills to join the state's centralized procurement office. As the Strategic Sourcing Manager, you would supervise a small team of contracts officers responsible for supporting the strategic sourcing needs of the State of Montana. Strategic sourcing is a critical practice for improving our performance through reducing costs, increasing efficiency, and mitigating supply risks.

While many procurements are reactive to short-term needs, strategic sourcing seeks to align procurement practices with an objective of creating and maintaining long-term value. Strategic sourcing considers additional factors—like total cost of ownership (TCO) for a particular commodity or service—to determine the most beneficial contract type and length, the most suitable product or service, and the optimal suppliers to provide the best-value to the organization.

To thrive in this role from day one, you should demonstrate the following skills:
Demonstrated ability to lead, coach, and direct a professional team and manage workload and priorities. Experience with strategic sourcing, including market research, competitive solicitations, and negotiation to secure best-value contracts for a public or complex organization. Skill in evaluating total cost of ownership (TCO), life-cycle costs, and non-price factors to recommend contract type, term, and suppliers that create long-term value.

Experience drafting and managing formal solicitations (RFPs, ITBs, RFQs) and contract documents in compliance with laws, rules, and procurement policies. Ability to analyze spend and procurement data, identify cost-saving and efficiency opportunities, and propose practical solutions to supply-risk and performance issues. Proven project management skills, including planning, coordinating, and delivering multiple sourcing or procurement initiatives on schedule. Working knowledge of public sector procurement principles and ethics, and ability to maintain thorough documentation to support audits and oversight.
