- Oversee transportation provider performance across all modes, ensuring achievement of KPIs (on-time rates, digital compliance, reroutes, etc.).
- Drive accountability for “Perfect Trip” standards, root cause resolution, and continuous improvement within the local provider base.
- Lead quarterly business reviews with top-tier transportation providers, including commercial, performance, and financial components.
- Collaborate closely with Credentialing, Safety, Compliance, and Network Planning teams to mitigate risk and ensure consistent service delivery.
- Act as primary liaison with state Medicaid leaders, health plan executives, provider leadership, and key community partners.
- Represent Modivcare in high-stakes conversations with regulatory agencies, industry forums, and public-facing engagements across the state.
- Lead market presentations and performance reviews with internal executives and client stakeholders.
- Partner across Product, Technology, Compliance, and Continuous Improvement to ensure Montana market solutions are aligned with national innovation and best practices.
- Advocate for Montana’s needs in enterprise-level initiatives, including mode diversification, service model pilots, and new program rollouts.
- Serve as a key culture carrier and change agent within the organization, driving performance, innovation, and trust across the Montana market.
- Collaborate with Business Development, Proposal, and Government Affairs teams to support RFPs, re-procurements, and growth opportunities with Medicaid and Medicare Advantage plans.
- Provide Montana-specific content, data, and strategic positioning for bids, client presentations, and partnership proposals.
- Serve as the local subject matter expert for plan-specific expansions or renewals, including program design feedback and pricing considerations.
- Partner with Product and Innovation teams to pilot new services in Montana that align with client needs, cost-efficiency goals, and member access priorities.
- May lead projects and perform other duties as assigned.
- Occasional business travel may be required.
- Determine appropriate resourcing of staff to achieve goals and objectives.
- Build an effective leadership team through mentoring and formal education.
- Define annual Key Performance Indicators aligned with corporate goals.
- Direct and coach leaders on performance gaps, development, and all HR processes including onboarding, succession planning, employee relations, selection, terminations, compensation, and rewards.
- Lead change management initiatives and foster a culture of accountability and collaboration.
- Prepare and manage budgets; analyze variances and implement corrective actions to improve performance.
- May manage local Provider Relations staff or lead a matrixed support structure across functions.
- Provide coaching, performance feedback, and development planning.
- Partner with Talent and HR to support recruiting, onboarding, and succession planning.
- Bachelor’s degree required.
- Ten (10) plus years of experience in transportation, healthcare operations, logistics, or public services with progressive leadership responsibilities.
- Five (5) plus years of leadership experience.
- Experience working in non-emergency medical transportation (NEMT) desired.
- Experience with financial ownership, client partnerships, or strategic project execution.
- Prior experience in Montana Medicaid, managed care, or regulated transportation preferred.
- Or equivalent combination of education and/or experience.
- Strong financial acumen with understanding of P&L ownership, unit economics, budgeting, and cost control strategies.
- Ability to connect operational metrics to financial levers and understand the relationship between network performance and EBITDA.
- Executive-level communication and presentation skills, especially with state regulators and client stakeholders.
- Data-driven decision-making with the ability to analyze performance and implement effective interventions.
- Deep understanding of Hawaii’s healthcare and transportation landscape, including geographic, cultural, and regulatory nuances.
