FISCAL SERVICES MANAGER Job Summary

Under the supervision of the Director of Fiscal Services, the Fiscal Services Manager is responsible for planning, supervising, and participating in the district's comprehensive financial and operational functions. This position provides budgeting support and serves as a fiscal resource and liaison for school sites and departments. The Fiscal Manager oversees the daily operations of the fiscal unit, managing and evaluating assigned staff performing the core functions of Accounts Payable, Accounts Receivable, and Associated Student Body financial management.

Additionally, the Fiscal Services Manager provides related support to Accounting, Position Control, and Attendance Accounting.

Job Duties and Responsibilities
  • Lead and oversee the day-to-day activities and staff of the Accounts Payable, Accounts Receivable, and Associated Student Body (ASB) units;
  • Support fiscal leadership in the preparation of financial statements and state-mandated reports, providing assistance with Unaudited Actuals, Interim Reports, and other required submissions utilizing the Standardized Accounting Code Structure (SACS);
  • Coordinate and support internal and external audits, ensuring timely and accurate preparation of required documents;
  • Ensure all core accounting practices comply with state, federal, and local laws and policies, including education code requirements, GASB, and GAAP standards;
  • Monitor and manage district cash flow, bank reconciliations, and cash management, including ACH transfers and stop-payment resolutions;
  • Monitor and support ASB fund management, serving as the primary resource to ensure compliance with district policies and state regulations related to student activities;
  • Support attendance accounting practices, providing oversight to ensure accurate reporting and alignment with funding requirements;
  • Provide secondary support to Human Resources, Payroll, and fiscal leadership for position control activities, assisting with the tracking of FTE assignments and verification of staffing budget allocations as requested;
  • Recommend and develop internal accounting procedures and controls to improve financial accuracy and efficiency within the unit;
  • Oversee and manage the use of financial software systems such as Galaxy or similar, ensuring appropriate access and day-to-day troubleshooting for personnel throughout the organization;
  • Work closely with district departments to align daily financial activities with district objectives;
  • Stay updated on changes in accounting standards, laws, and regulations related to school district finance and provide staff training as necessary;
  • Perform other related work as may be required.
  • Employment Standards Knowledge of
  • Complex accounting and statistical-related record-keeping procedures;
  • In-depth understanding of the state’s education finance laws, including Local Control Funding Formula (LCFF) and categorical funding requirements;
  • Familiarity with governmental accounting standards applicable to public school districts;
  • Proficiency in budget development, management, and monitoring of school district operations;
  • Experience with California’s standardized accounting structure used for school districts;
  • Core operational practices of accounts payable, accounts receivable, and Associated Student Body (ASB) financial management;
  • Familiarity with procedures, compliance, and guidelines surrounding Position Control and Attendance Accounting;
  • Familiarity with internal and external audit processes for public education institutions;
  • Knowledge of vendor payments, purchase orders, invoicing, and receivables management;
  • Understanding of internal control systems to safeguard district assets and ensure the integrity of financial operations;
  • Experience in state and federal reporting requirements, including preparing financial statements, interim reports, and unaudited actuals.
