Schedule: 8:00 AM – 5:00 PM, Monday to Friday; travel required 50% of the time

Overview

The Railroad Commission of Texas regulates the oil and natural gas industry, pipeline transport and pipeline safety, natural gas utilities, the LP‑gas industry, and surface mining operations. The Pipeline Safety Department, within the Oversight and Safety Division, directly oversees approximately 224,067 miles of intrastate pipeline. This position supports that mission by conducting pipeline safety evaluations and incident and accident investigations in Region 3.

Responsibilities
  • Conduct field inspections and incident investigations for natural gas and hazardous liquid pipelines in compliance with 49 CFR Parts 192 and 195 and Texas Administrative Code 16.
  • Perform extensive overnight travel (50% or more of the time) across Region 3 counties.
  • Prepare, submit, and update weekly inspection reports, incident reports, vehicle reports, travel vouchers, and other administrative reports on time.
  • Compose and update technical reports on a laptop and submit them within prescribed timelines.
  • Operate a state‑issued vehicle for driving and field work.
  • Maintain scheduling flexibility for on‑call duties and emergency responses.
  • Attend mandatory statewide and out‑of‑state pipeline safety training.

Operates across Region 3 counties. Counties include:
Fannin, Lamar, Red River, Bowie, Hunt, Delta, Hopkins, Franklin, Titus, Morris, Cass, Kaufman, Van Zandt, Rains, Wood, Upshur, Camp, Marion, Harrison, Gregg, Smith, Navarro, Henderson, Rusk, Panola, Limestone, Freestone, Anderson, Cherokee, Nacogdoches, Shelby, San Augustine, Sabine, Leon, Houston, Madison, Walker, Trinity, Polk, Angelina, Tyler, Jasper, and Newton. Qualifications
  • Graduation from a standard senior high school or G.E.D.
  • Four years of work experience.
  • Valid Texas Driver’s License.
  • Residence or willingness to relocate to Region 3 counties.
  • Ability to work Monday to Friday 8:00 AM – 5:00 PM with occasional flexible hours, nights, and weekends.
Preferred Qualifications
  • Associate degree or technical certification in Engineering, Petroleum, Corrosion Technology or related field with at least two years of professional experience.
  • Bachelor’s or Master’s degree in Engineering or related field.
Knowledge, Skills, and Abilities
  • Working knowledge of engineering principles, theories, and techniques.
  • Knowledge of engineering procedures and mathematics.
  • Skill in applying engineering concepts for conducting pipeline safety inspections.
  • Excellent organizational, communication, and writing skills.
  • Ability to apply engineering concepts when inspecting gas, hazardous liquids, and CO2 pipelines and facilities.
  • Ability to learn regulations and standards.
  • Ability to effectively communicate technical information verbally and in writing.
  • Ability to take initiative and work independently.
  • Ability to work effectively on a team.
  • Ability to address issues professionally.
  • Ability to maintain working relationships with internal and external stakeholders.
  • Ability to respond to high-pressure situations and meet changing demands and timelines.
  • Ability to work outdoors in extreme weather conditions; climb, stoop, reach low and high, crawl in cramped quarters, lift or move up to 50 pounds, and walk/stand outside for long periods.
  • Proficiency in Microsoft Office Suite and database systems.
Travel

Extensive overnight traveling of 50% or more of the time. Travel is scheduled based on inspections, investigations, and training.
