JOB SUMMARY

Responsible for performing technical inspection and verification work on public infrastructure and development-related construction projects for multiple concurrent projects relating to City infrastructure. An employee in this class performs inspections of construction to include but not limited to water, sewer, stormwater, sidewalk, roads and structures, streetscape and greenway construction projects with focus on materials testing, trench safety compliance, and final product verification for conformance with specifications, and documenting compliance with local, state, and federal standards.

Work is performed under the general supervision of the Inspection Supervisor or Construction Inspector III and is evaluated based on documentation accuracy, technical competency, and professional judgment through conferences, review of completed work, and observation of demonstrated skills.

ESSENTIAL JOB FUNCTIONS
  • Inspects various construction projects; tracks progress, work completed and materials; monitors jobsite safety.
  • Completes field surveys of infrastructure to ensure compliance with local, state, and other regulatory requirements.
  • Documents projects; maintains field reports and photo documentation; handles materials received; organizes documentation in correct locations and update task lists in a timely manner.
  • Assists with departmental administrative tasks.
  • Notifies and collaborates with internal staff and external parties to respond to citizen inquiries, concerns and complaints.
  • Witnesses and documents required construction testing, including but not limited to:
    • Waterline pressure testing
    • Bacteriological sampling
    • Sewer air and mandrel testing
    • Concrete placement and field testing
    • Asphalt density and compaction verification
  • Verifies compliance with AWWA, AASHTO, NCDOT, City standards, and approved construction plans.
  • Evaluates trenching and excavation safety conditions in accordance with OSHA competent person requirements.
  • Maintains accurate field reports, photo documentation, and testing logs.
  • Coordinates with contractors, engineers, and inspectors to document deficiencies and required corrective actions.
  • Assists higher-level inspectors with project tracking and compliance monitoring.
  • Performs other related job duties as assigned.
QUALIFICATIONSCONSTRUCTION INSPECTOR I – GRADE 17

Education and Experience:

Associate degree in Civil Engineering Technology or related area; and three (3) years of experience in construction observation and inspection; or an equivalent combination of 5 years of education and related experience.

Qualifications:

  • Possession of a valid driver’s license to operate a motor vehicle. Requirement exists at the time of hire and as a condition of continued employment.
  • OSHA 10-hour Construction Safety certification within six (6) months of hire.
  • Successful attendance and completion of the City of Hendersonville Academy.
  • Begin progress toward completion of the NC LTAP Roads Scholar Program within first twelve (12) months of classification
    • Plan Reading for Transportation
    • Basic Computer Skills
    • Construction Mathematics for Transportation Personnel
  • OSHA Trenching and Excavation Competent Person certification within twelve (12) months of classification.
  • NCDOT Concrete Field-Testing Technician certification within first twelve (12) months of classification.
  • Successful completion of NCDOT Conventional Density Testing course (certification not required)
  • Collection 1 and Distribution C certifications within first twelve (12) months of classification.
  • Completion of NCDOT flagger certification within first twelve (12) months of classification.
  • NCDOT Asphalt QMS certification within first twenty-four (24) months of classification.
  • Stormwater Control Measure Inspection and Maintenance certification within twenty-four (24) months of classification.
  • Successful completion of APWA “Construction Inspection for Public Works Projects” course within twenty-four (24) months of classification.
