Old Hickory Turbine Generator Rehabilitation

The purpose of the task order is to provide a Senior Construction Representative to perform Construction Management Services at the Old Hickory Project Office located at 9 Overlook Circle, Hendersonville, TN 37075 in support of the Old Hickory Turbine Generator Rehabilitation project. Personnel furnished under this contract shall be capable of performing the services with the qualifications listed below.

The basic scope of work is twelve months, with four (4) additional twelve-month option periods to extend the period of performance. All work in Base period is to begin upon award and completed twelve months from notice of award. Contract personnel are anticipated to begin support services at the Old Hickory Project Office as soon as possible but no later than 30 days after contract award.

The Senior Construction Representative will be required to provide support services full-time at the Old Hickory Project Office located at the Old Hickory Lock & Dam (lock side) in Hendersonville, TN. A typical tour of duty, pending COR's approval, will either be five 8-hour shifts or four 10-hour shifts resulting in a total of approximately 40 hours per week. Shifts will be adjusted throughout the duration of the contract based on the construction contractor's work schedule.

Five-day work weeks can range from Monday through Friday, or Tuesday through Saturday. Four-day work weeks will be four consecutive days between Monday through Saturday, ten hours a day. Work will predominantly be on either first or second shift; however, there may be some occasions where third shift work is required. The schedule may change overtime, but all personnel should be prepared to routinely work on Saturdays.

Experience

and Skill Requirements

Construction Representative will be available to support this task order on-site on a full-time schedule. Previous experience with the following types of work is required.

  • Welding, machining, and/or industrial construction experience
  • Field inspections to determine acceptability of workmanship and compliance with plans and specifications.
  • Interpretation of plans and specifications and review of as-built drawings.
  • Reviewing contractor daily quality control reports for accuracy and deficiencies and performing quality assurance inspections.
  • Familiarity with EM 385-1-1 (USACE Safety and Health Requirements Manual) and 29 CFR 1926 OSHA Construction Industry Regulations.
Education and Certifications

The Senior Construction Representative shall have at minimum the following:

  • A minimum of 15 years of experience in the construction industry.
  • OSHA 30 Certification
  • High School Diploma
  • Valid driver's license

The qualified candidate must provide the following:

  • Provide a detailed resume that explicitly demonstrates any experience with the following:
    • Minimum years of required experience (15 years), preferably in welding, machining, and/or industrial construction settings.
    • Documented proficiency in conducting field inspections and preparing Quality Assurance Reports (QAR) utilizing programs such as the USACE Resident Management System (RMS).
    • Proof of relevant active certifications, such as OSHA 30.
    • Submit a maximum of three (3) relevant projects completed within the last fifteen (15) years that demonstrate experience with industrial construction, welding, or machining. The narrative shall specifically describe the candidates experience performing Quality Assurance activities and reviewing contractor quality control documentation.
Quality Assurance Inspections
  • Inspect on-going construction through on-site visits and review of construction contractor's completed reports, test results, etc.
  • Independently inspect a variety of unusually difficult and complex ongoing construction that demands specialized competence and technical expertise in unusually complex construction operations.
  • Assure construction contractor's work complies with the accepted construction schedule, the awarded construction plans and specifications, applicable safety regulations, and other applicable contract documents.
  • Inspect the materials, installation, and testing of completed work for contract compliance and work closely with Contractor representative to identify and ensure correction of deficiencies, and to suggest and advise on acceptability of alternative construction methods.
  • Review the construction contractor's daily quality control reports to assure that the control operations are adequately documented (including such activities as level of inspection, documentation, deficiency correction, etc.). Perform and document surveillance to ensure the construction contractor is adequately following the USACE 3-phase quality control system. Provide daily quality assurance inspection (follow-up inspections) and surveillance of construction contractor's Quality Control Program.
