JOB SUMMARY

This position assists the Assistant Public Works Director/City Engineer with technical and professional engineering functions.

MAJOR DUTIES

* Performs technical design; plans, surveys, and designs roadways, drainage systems, grading, erosion control plans and other plans as needed

* Provides engineering management and guidance for construction work; reviews engineering land surveys; reviews easement plats and narratives; resolves problems involving easement plats and narratives

* Assists with preparation of engineering section of department operating budget; makes recommendations concerning capital improvement projects

* Provides technical support to the Public Works department in the collection and analysis of civil engineering data; prepares studies and reports

* Assists in managing MS4 permits and stormwater program which includes public and private partnerships

* May perform project management; drafts bid documents and specifications

* Assists in developing long and short-term plans, goals and objectives

* May prepare for and present project concepts, designs, and/or status to any City board or committee as assigned

* Performs other related duties as assigned

KNOWLEDGE AND SKILL REQUIRED

* Knowledge of the techniques, equipment, and supplies used in engineering, construction and maintenance

* Knowledge of budgeting principles and practices

* Knowledge of department and safety policies and procedures

* Knowledge of Federal, State, and local laws relevant to department operations

* Knowledge of the geography of the city, including road and street names and locations

* Knowledge of City and department policies and procedures

* Knowledge of TDEC Stormwater requirements and understanding of the division's operations

* Skill in organizing and prioritizing work

* Skill in analyzing and interpreting data

* Skill in developing and interpreting plans and specifications

* Skill in Computer Aided Design and Drafting Software (CADD)

* Skill in estimating costs and preparing bid specifications

* Skill in operating a computer and various spreadsheet, word processing, and graphics software. Skill in troubleshooting, analyzing problems, identifying solutions and alternative solutions

* Skill in operating a computer, calculator, and other electronic devices

* Skill in oral and written communication

* Skill in communicating professionally, establishing and maintaining effective working relationships with other departmental staff, department heads, government officials, contractors and the general public

* Skill in delegating tasks and managing workflows for assigned projects

SCOPE AND EFFECT

The purpose of this position is to perform engineering functions in support of other departments within the City and Public Works. Successful performance helps ensure the effective and efficient operation of the division and affects the public image of the city government.

PHYSICAL DEMANDS AND WORK ENVIRONMENT

* Environment:
Work is typically performed in an office, roadside, or outdoors where the employee is exposed to occasional inclement weather, noise, dirt, grease, machinery with moving parts, irritating chemicals, and occasional inclement weather. Work will require occasional personal protective equipment

* Physical:
The work is typically performed while sitting, standing, or stooping. The employee occasionally lifts light objects and climbs ladders

* Visual:
See in a normal visual range with or without correction. Specific vision abilities required by this job include close vision and the ability to adjust focus

* Hearing:
Hear in a normal audio range with or without correction

SUPERVISORY CONTROLS:
This position reports directly to the Assistant Public Works Director/City Engineer.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY:
None

MINIMUM QUALIFICATIONS

Design Engineer I:

* Bachelor's Degree in a course of study related to the occupational field

* Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an internship or having had a similar position for one year

* Working knowledge of relevant CAD software preferred. Proficiency in using computer equipment and computer experience with Microsoft Office suite products

* Possession of or ability to readily obtain a valid Driver's License issued by the State of Tennessee for the type of vehicle or equipment operated

* Certification as an Engineer in Training

Design Engineer II:

In addition to the Design Engineer I requirements listed, candidates for the Design Engineer II must have the following:

* Certification as a Professional Engineer.

* Experience specific to the major duties of the position for at least four (4) years.

* Proficiency in CAD software relevant in current industry.

* Experience completing complex designs and studies preferred.

FLSA Status:
Exempt

Engineer I Pay Grade: 22

Engineer II Pay Grade: 23
