Nursing Supervisor Department

Definition of Position

The Resource Specialist 1 serves as a central resource within the Nursing Staffing Office, working in close collaboration with Nursing Supervisors to ensure adequate staffing levels across all nursing units. This position is responsible for monitoring daily staffing needs, managing call‑off notifications, securing replacements for staffing gaps, and maintaining the integrity of posted departmental schedules. They must exercise sound judgment, maintain confidentiality, and demonstrate working knowledge of the ONA and AFSCME collective bargaining agreements.

Responsibilities
  • Assist with call-off notifications including receiving (when appropriate), documenting, and communicating absences to Nursing Managers in a timely manner.
  • Actively identify and fill staffing gaps — both anticipated and unplanned — by contacting per diem staff, float pool employees, agency resources, or eligible department staff in accordance with applicable union contract language.
  • Manage departmental schedules after they have been posted by nurse managers and leadership, ensuring all changes, replacements, and amendments are accurately documented and communicated.
  • Perform outgoing staffing calls to nursing staff as directed, following established protocols for order of contact and documentation of responses.
  • Maintain a thorough working knowledge of ONA (Oregon Nurses Association) and AFSCME collective bargaining agreements, ensuring staffing decisions comply with contract provisions related to scheduling, overtime, call‑in order, and equitable distribution of hours.
  • Work collaboratively and cooperatively with Nursing Supervisors to address staffing concerns, elevate unresolved gaps, and support safe patient care ratios.
  • Maintain accurate and up‑to‑date staffing logs, databases, and records; generate reports as requested by nursing leadership.
  • Monitor schedule variance throughout each shift and proactively communicate potential coverage concerns before they become critical.
  • Coordinate with House Supervisors regarding census fluctuations, float assignments, and cross‑training opportunities that impact unit staffing.
  • Assist with orientation of new staffing office staff and serve as a resource for scheduling software, tools, and processes.
  • Perform other related duties assigned by the Nursing Supervisor manager or designee.
  • Maintain and manage records and reports of staffing needs, assignments, and time records as directed by the nursing supervisor manager.
  • Ensure compliance of ONA, AFSCME and DNV standards in staffing and staffing clerk duties.
Qualifications Education

Required:

Graduation from high school with courses in office practices including word processing.

Desired:
Supplemental coursework in secretarial/clerical capacity preferred.

Experience

Prefer three years previous experience working in an administrative/secretarial setting, healthcare staffing office or nursing unit.

Other
  • Understanding of basic functions of a computer network.
  • Microsoft Office (specifically Word, PowerPoint, Excel and Publisher).
  • Knowledge of staffing software programs.
  • Multiple phone line telephone system with excellent telephone etiquette skills.
  • Exceptional organizational and multitasking ability.
  • Ability to work independently with minimal supervision.
  • Excellent skills in English, punctuation, spelling, grammar and proofreading.
Physical Requirements

Must be able to:
1) perceive the nature of sounds by the ear;
2) express or exchange ideas by means of the spoken word;
3) perceive written text by the eyes;
4) extend arms and hands;
5) seize, hold, grasp and otherwise work with hands;
6) stoop, kneel, or crouch for short periods of time;
7) sit for extended periods of time;
8) lift, carry, push, or pull objects that weigh up to 25 pounds;
9) perform repetitive motions of hands in doing keyboarding and note‑taking.

Working Conditions

Inside environment, protected from the weather but not necessarily temperature changes. Subject at times to infection, contagious disease, and hazardous materials and equipment. May be subject to combative patients. Variable noise levels.
