The Broward County Board of County Commissioners is seeking qualified candidates for the position of Contracts Manager (Purchasing Manager classification) to help develop and supervise the newly established Vendor Management Office (VMO) section within the Purchasing Division. The County's Purchasing Division is nationally recognized, having continually received the National Procurement Institute’s Achievement of Excellence in Procurement (AEP) Award, the National Institute of Government Procurement’s Outstanding Agency Accreditation Award (OA4), and the Florida Association of Public Procurement Officials, Inc.
(FAPPO) Award of Excellence in Public Procurement.
This new role is charged with leading a newly established VMO to establish a program for the organized and systematic management of the County's overall, enterprise-wide, procurement contracts. Supervising the activities of the VMO, the goals include optimizing our contracts, contracting strategies, and strategic supplier relationships to better manage the County's business and commercial vendor relationships to meet the County's goals.
We look to incorporate best industry practices in developing and managing contracts and also envision the redevelopment of the County supply base, improving supplier relations, developing a County-specific vendor certification program to improve vendors' understanding of County business processes, improve vendors' competitiveness, manage contract disputes, and improve innovation provided by suppliers and contracts to enable better value, cost management and reduce process cycle times and business risks.
Development of technology tools and applications to manage contracts may be needed.
The position also plays a key role supporting procurement staff and internal customers by developing and implementing strategic plans, developing data for better analysis to improve contract management, and identifying and improving performance of the Purchasing Division across the County and/or within its individual departments and divisions.
The ideal candidate must have both professional knowledge and practitioners' experience managing the corporate body of contracts, with appropriate leadership competencies, skills, and temperament to provide an ability to navigate the cultural dynamics of a diverse stakeholder universe, to include the various branches of government leadership (i.e., executive, legislative, and judicial).
Additionally, the ideal candidate will be responsible for receiving and responding to vendor inquiries, meeting with vendors, facilitating and resolving disputes, and disseminating information on County business opportunities via websites, conferences, and other appropriate means with the goal of increasing interest and enhancing competition.
The position will undertake marketplace research to support development of procurement strategic plans, provide feedback to vendors, and assist in arranging training on topics such as Contract Management, Contract Administration, Contract Negotiation, Supplier Relationship Management, and Strategic Sourcing. Additional duties may be assigned as needed.
General DescriptionAdministrative and supervisory work coordinating the procurement operations of the County's central purchasing system. Works under administrative supervision, developing and implementing programs within organizational policies and reports major activities to executive level administrators through conferences.
Minimum Education and Experience RequirementsBachelor's degree from an accredited college or university with major coursework in law, public or business administration, supply chain management, marketing, communications, logistics or related fields.
Requires six (6) years in a Contract Management role within a public or private purchasing operation, including four (4) years of supervisory and related project management experience.
Preferences- Master's degree of higher from an accredited college or university with major coursework in law, public or business administration, supply chain management, marketing, communications, logistics or related fields.
