Position: Infrastructure & Technology Program Manager - Environmental Engineering & Remediation Herndon, US

Responsibilities

IBM is seeking an environmental professional with expertise in groundwater/soil remediation, environmental due diligence (Phase I/II ESAs), environmental incident management, and chemical risk management. The primary focus is groundwater/soil remediation management and oversight of a portfolio of former manufacturing facilities and former third‑party waste disposal sites. The role involves technical leadership, contractor oversight, financial management, and legal navigation.

  • Ensure 100% compliance with environmental laws, regulations, IBM’s remediation-related permits, orders, and legal agreements.
  • Oversee and administer all groundwater, soil, and vapor remediation/mitigation performed by IBM’s contractors and consultants.
  • Manage IBM’s remediation infrastructure and assets proactively, cost‑effectively, and responsibly.
  • Provide environmental reporting (external and internal) and establish and collect metrics.
  • Maintain environmental records and documents per IBM’s Recordkeeping Policy.
  • Consult with IBM Legal and senior remediation staff to resolve complex environmental legal matters.
  • Prepare oral and written reports and presentations for management.
  • Develop internal procedures and corporate instructions.
  • Support the deployment of AI and new technologies to streamline sustainability programs.
Secondary Responsibilities
  • Assist in commissioning and evaluating environmental due diligence reports for property transactions, M&A, and corrective action determination.
  • Evaluate secondary containment systems for liquids.
  • Track, report, and audit metrics for other IBM corporate sustainability programs as needed.
Education

Required:

Bachelor’s Degree in Environmental Science, Engineering, Chemistry, Geology, Sustainability, or a related field.

Preferred:
Master’s Degree.

Required Technical & Professional Expertise
  • Academic training or experience in environmental remediation (groundwater/soil/vapor) including investigations, monitoring, treatment, and remedial techniques.
  • Knowledge of chemistry, engineering, and hydrogeology principles as they relate to remediation.
  • Strategic thinking, data analysis, and project management skills with ability to manage multiple priorities.
  • Excellent written and oral communication and stakeholder engagement skills.
  • Collaboration, adaptability, and support for broader sustainability initiatives aligned with IBM’s mission.
Preferred Technical & Professional Experience
  • Knowledge of key federal environmental laws and programs (RCRA, CERCLA, Clean Water Act, Clean Air Act, Safe Drinking Water Act, etc.).
  • Experience with Environmental Management Systems.
  • Experience conducting or reviewing Phase I/II Environmental Site Assessments.
  • Experience in environmental incident and chemical management.
  • HAZWOPER, RCRA, and/or DOT certifications.
  • Professional credentials (Professional Engineer, Professional Geologist).
  • Familiarity with emerging technologies (quantum computing, AI, hybrid cloud).
