We are seeking a Lead Contracts Administrator to join our team in support an IDIQ government contract within the law enforcement community. The ideal candidate will possess a strong background in contract and task order management, negotiation, and compliance, with a focus on federal contracting regulations and best practices. This role requires exceptional attention to detail, strong analytical skills, and the ability to work collaboratively with other contracting professionals and cross‑functional teams.

The ideal candidate will have demonstrated experience working directly with customers across multiple functional areas--including program management, acquisition, and budgeting--and a proven ability to perform legal research and analysis, manage complex contract documentation, and apply regulatory knowledge. The candidate should also possess strong financial acumen, particularly in cost and price analysis and proposal development.

Summary of

Essential Job Functions:

Pre‑Award
  • Review, interpret and administer Statement of Work (SOW), Request for Information (RFI), Request for Quote (RFQ), Request for Proposal (RFP), task orders, evaluation criteria, level of effort (LOE), independent government cost estimates, and other pre‑ and post‑contract award documentation.
  • Develop contractor responses to LOE requests, including price reasonableness, adequacy of competition, compliance, solicitation, and probability of meeting requirements.
  • Negotiate contract/tasks amendment and modifications, obtaining government approval where necessary.
Post‑Award
  • Lead prime responsibility and oversight for the contract and subcontract, management functions of assigned contracts.
  • Provide guidance, direction, and oversight to a small team of contracts staff responsible for processing a high volume of delivery‑order/task‑order modifications.
  • Promote and enhance customer satisfaction while balancing company risk and opportunities.
  • Foster and maintain excellent working relationships with government contracting officers, government technical representatives, and other contractors.
  • Maintain current knowledge of relevant contractual procedures and practices as well as excellent understanding of government contracts laws and implementing regulations, specifically the Federal Acquisition Regulations (FAR) and Service Contract Act (SCA).
  • Investigate customer complaints and concerns, to include assessment of root‑cause of issues and implementation of solutions.
  • Evaluate findings, provide recommendations, and participate in negotiations with contracting offices in the event of disputes.
  • Terminate and close out contracts.
Operations
  • Draft, negotiate, and administer complex contractual instruments, including but not limited to, non‑disclosure, teaming, and consultancy agreements pertaining to assigned contract(s).
  • Monitor contract performance, identifying and escalating challenges that may threaten performance. Proactively work with Finance, other functional departments, and program operations to ensure timely processing and submission of deliverables.
  • Provide training and guidance to internal stakeholders on contract management processes, policies, and best practices.
  • Promote best practices and continuous improvement in contract management processes to enhance efficiency and effectiveness.
  • Interpret Contract department policies, operating practices, and performance standards. Analyze, interpret, and resolve complex contractual issues.
  • Support International Standards Organization (ISO) 9001 and compliance and audit activities, as necessary.
  • Specific projects and other duties as assigned.
Minimum Education al Requirements
  • Bachelor's degree, preferably in a business‑related field; 7 years' Gov Con contracts or subcontracts administrative experience.
  • Relevant certification (CPCM, CFCM, CCM, etc.,) preferred.
Skills/Qualifications

Required:
  • Prior supervisory or contracts team lead experience.
  • Previous experience with GSA Federal Supply Schedule contracting.
  • Excellent working knowledge of contract concepts and the FAR.
  • Effective relationship building skills.
