Harris Technologies is seeking a highly skilled and visionary Program Manager to lead the SBS II program, a pivotal initiative within the US Federal Aviation Administration’s Air Transportation System Initiative. This role offers the unique opportunity to oversee extensive technology and security advancements under a major follow-on contract. As the Program Manager, you will manage multiple SBS II projects supporting enhancements to our system, ensuring the program's success from inception through to completion.
Functions
- Support all phases of the SBS II program from initial baseline planning, monthly EVM reporting, rolling-wave updates, and project close out ensuring alignment with project objectives and delivering key business and financial targets.
- Drive program execution to achieve critical outcomes related to order fulfillment, revenue recognition, operating income, and cash flow for new and continuing programs.
- Serve as the primary point of contact leading program review sessions to discuss cost, schedule, and technical performance, while fostering and maintaining robust customer relationships.
- Ensure the availability of essential resources including engineering, manpower, tools, and facilities, to support program objectives.
- Direct the work of employees across technical, manufacturing, and administrative functions to facilitate seamless execution and adherence to milestones.
- Identify program challenges and implement innovative solutions to maintain project trajectory.
- Oversee the negotiation of contracts and coordinate the preparation of proposals, business plans, Statement of Work (SOW), operating budgets, and financial terms.
- Manage program cost, schedule, and technical performance, ensuring compliance with L3
Harris standards and customer requirements. - Communicate effectively with internal and external stakeholders, influencing practices and strategies to enhance program performance.
- Implement strategic goals established by leadership, contributing to operational plans with a measurable impact on results.
- Ability to obtain and maintain a Public Trust clearance.
- Bachelor’s Degree with a minimum of 9 years of relevant experience;
Or, Graduate Degree with a minimum of 7 years of related experience;
Or, in lieu of a degree, a minimum of 13 years of relevant experience is required.
- Experience in a program team environment managing government contract types such as cost-plus, fixed price, and time and materials.
- Leadership and management capabilities with the ability to motivate and inspire teams.
- Proficiency in Earned Value Management Systems (EVMS) and Control Account Management (CAM).
- Experience with FAA programs, particularly in a Program Manager or Project Engineer role.
- Knowledge of Air Traffic Control Operations/Systems, flight management systems, and avionics.
- Experience in managing engineering services contracts and effective scope control.
- Experience in proposal development for mid-sized programs with diverse technologies.
