Role Summary

This role manages the proposal process, developing, planning and scheduling compliant and compelling proposals in response to solicitation (i.e., RFP) specifications.

Responsibilities
  • Lead all aspects of proposal volume development, including Technical, Management, Past Performance, Security, Basis of Estimate, Contracts, Executive Summary, Integrated Master Schedule and Plans.
  • Provide guidance to a diverse team of cross‑functional proposal personnel.
  • Manage proposal schedules and deadlines, develop proposal artifacts and supporting artifacts such as proposal outline, compliance matrix, storyboard plan, and delivery plan.
  • Shape and drive integration of win themes and discriminators into proposal deliverables, ensuring capture artifacts and customer values are incorporated for a winning proposal.
  • Support color team reviews and manage the disposition of review comments.
  • Conduct regular proposal status meetings and manage actions to closure.
  • Coach volume leads to ensure messages are consistently integrated across all volumes.
  • Collaborate with publications personnel to manage the production cycle, including printing, book check, packing and delivery.
  • Work collaboratively with the Capture Manager and Program Manager throughout the proposal phase to develop, refine and execute the win strategy.
  • Support business gate reviews as needed.
  • Demonstrate Proposal Process expertise and tailor processes where appropriate, guiding team members on proposal processes and procedures.
  • Establish and manage proposal schedules and deadlines.
  • Develop proposal artifacts such as the proposal outline, compliance matrix, storyboard plan, and delivery plan.
  • Schedule, organize, and conduct proposal color reviews (e.g., Pink and Red Teams), driving comment summation and adjudication.
  • Work collaboratively with publications personnel to manage the production cycle, including printing, book check, packing and delivery.
Basic Qualifications
  • Experience as a Proposal Manager, working large proposal/capture efforts implementing standard proposal processes for competitive proposal development for U.S. and foreign government pursuits.
  • Experience in competitive proposal processes.
  • Experience managing teams under time pressures and competing priorities.
  • Prior experience interfacing with executive level management.
  • U.S. Citizen with the ability to obtain & maintain a TS/SCI security clearance.
Desired Skills
  • Program management experience.
  • Successful track record managing highly technical teams.
  • Strong team leadership and interpersonal skills requiring minimal direction; this position is virtually self‑supervised.
  • Excellent verbal and written communication skills.
  • Strong writing ability with experience in developing content for technical, management, past performance, resume proposal sections.
  • Formal Proposal Management accreditation such as APMP.
  • Experience with Adobe Suite, Microsoft Office Suite including Teams, Word, Excel, PowerPoint, and SharePoint.
  • Active TS or TS/SCI security clearance.
