This role manages the proposal process, developing, planning and scheduling compliant and compelling proposals in response to solicitation  i e , RFP  specifications

- Leads all aspects of proposal volume development, including Technical, Management, Past Performance, Security, Basis of Estimate, Contracts, Executive Summary, Integrated Master Schedule and Plans, etc

- Provides guidance to a diverse team of cross functional proposal personnel

- Manages proposal schedules and deadlines, develops proposal artifacts and supporting artifacts such as proposal outline, compliance matrix, storyboard plan, and delivery plan

- Shapes and drives integration of win themes and discriminators into proposal deliverables, ensuring capture artifacts and customer values are incorporated for a winning proposal

- Supports color team reviews and manages the disposition of review comments

- Conducts regular proposal status meetings and is responsible for managing actions to closure

- Coaches volume leads to ensure messages are consistently integrated across all volumes

- Collaborates with publications personnel to manage the production cycle, including printing, book check, packing and delivery

- Works collaboratively with the Capture Manager and Program Manager throughout the proposal phase to develop, refine and execute the win strategy

- Supports business gate reviews as needed

Key Responsibilities

- Demonstrating Proposal Process expertise and ability to tailor as appropriate, to include guiding proposal team members on proposal processes and procedures

- Establishing and managing proposal schedules and deadlines

- Developing proposal artifacts, such as the proposal outline, compliance matrix, storyboard plan, and delivery plan

- Scheduling, organizing, and conducting proposal color reviews  e g , Pink and Red Teams , as well as driving comment summation, adjudication

- Working collaboratively with publications personnel to manage the production cycle, to include printing, book check, packing, and delivery

* Basic Qualifications:

*
* - Experience as a Proposal Manager, working large proposal/capture efforts implementing standard proposal processes for competitive proposal development for U S  and foreign government pursuits

- Experience in competitive proposal processes

- Experience managing teams under time pressures and competing priorities

- Prior experience interfacing with executive level management

- US Citizen with the ability to obtain & maintain a TS/SCI security clearance

- Successful track record managing highly technical teams

- Strong team leadership and interpersonal skills requiring minimal direction; this position is virtually self supervised

- Excellent verbal and written communication skills

- Strong writing ability with experience in developing content for technical, management, past performance, resume proposal sections

- Formal Proposal Management accreditation such as APMP

- Experience with Adobe Suite, Microsoft Office Suite including Teams, Word, Excel, PowerPoint, and Share Point  

- Active TS or TS/SCI security clearance
