Harris is seeking a Program Management Senior Specialist supporting our Seabed Systems in Herndon, VA. This Program Management Specialist will contribute to multiple program areas, including cost management, schedule tracking, contractor performance oversight, risk and opportunity management, requirements analysis, quality assurance, and customer reporting. The ideal candidate will demonstrate strong leadership and communication skills, ensuring seamless collaboration between customers, technical teams, and program stakeholders.

- Assist leadership in identifying program growth opportunities and facilitate capture of new opportunities with customers.
- Communicate effectively, both verbally and in writing, to create and maintain a collaborative work environment, providing decisive and constructive feedback.
- Demonstrate and insist on ethical and professional behavior in accordance with company values.
- Oversee cost, schedule, and technical execution to ensure program success.
- Identify and communicate issues to customers, subcontractors, and internal teams, implementing performance improvement plans as needed.
- Prepare and deliver program presentations and monthly reviews for customers and corporate leadership.
- Interface with government stakeholders and contractor leadership.
- Review and approve financial deliverables, including Estimate to Complete (ETC), Funds and Man‑Hour Report (FMHR), and other customer CDRLs.
- Oversee and negotiate contract and subcontract documentation to ensure compliance with applicable regulations and policies.
- Gather procurement requirements, navigate government approval processes, and coordinate purchases through multiple vendors.
- Bachelor’s Degree and minimum 6 years of prior relevant experience;
Master’s Degree and a minimum of 4 years of prior related experience; in lieu of a degree, minimum of 10 years of prior related experience. - Experience leading a highly visible and fast‑paced portfolio, reporting directly to site General Manager.
- Experience with ITAR/EAR.
- 6‑10 years experience and advanced level knowledge leading a portfolio with reportable Earned Value.
- Active Secret clearance.
- Strong interpersonal and communication skills.
- Prior experience as a Program Manager to international customer and/or major prime contractor.
- Undersea systems experience.
- PMP Certification.
In compliance with pay transparency requirements, the salary range for this role in Colorado State, Hawaii, Illinois, Maryland, Minnesota, Vermont and New York State is $92K‑$171K. For California, New Jersey, Seattle, Washington D.C., Maryland Greater Washington D.C. area, the city of Denver, Washington State and New York City, the salary range for this role is $106‑$197K. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
