Position: UTILITY TECHNICIAN I (SEWER)

The purpose of this position is to ensure the sewer meter stations are working properly, diagnose sewer line problems and coordinate sewer system maintenance contract efforts in support of the Water/Sewer Supervisor(s). Employees in this classification perform skilled technical operations and maintenance work. Position is responsible for collecting flow pressure and alarm data; televising sewer lines; performing tests and reporting results;

maintaining manholes; deploying portable meters, conducting field operations related to I&I studies; and maintaining meter calibrations and meter stations. Additional responsibilities include operation and maintenance of SCADA system, pump station(s) and related utility security alarm systems; development of annual sanitary sewer project requirements for the CIP; review of technical specifications as necessary to ensure compliance with current standards; and performance of research on products and equipment that are identified in the specifications.

Must carry a town cell phone at all times and be available/on‑call on a 24/7 basis, as directed.

Duties and Responsibilities
  • Oversee the operation, maintenance, repair and upgrades as needed to the SCADA system. This includes monitoring and responding to alarms as needed.
  • Maintain video inspection equipment and recording devices.
  • Perform televised inspections of sanitary and storm sewer lines. Complete appropriate reports for the inspections.
  • Perform skilled tasks; operate a variety of light-to-heavy equipment; oversee the daily maintenance of vehicles and equipment.
  • Complete reports; monthly sewer flow reports, CCTV inspections report, etc.
  • Ensure safety regulations are followed. Conduct work inspections and safety checks; take action to correct deficiencies; ensure safety of work environment.
  • Attend staff meetings, safety meetings and training seminars as required.
  • Be available for on‑call duties as assigned.
  • Complete work requests as generated by other departments.
  • Track and report all workflows, using the town’s Customer Relationship Management (CRM) system.
  • Perform snow and ice removal; plows and salts roads; engage in necessary traffic control.
  • Participate in sewer maintenance work, including but not limited to installing and/or repairing sewer lines, sewer line maintenance, and pump station maintenance.
  • Maintain meter and meter stations; clean flumes, calibrate meter, perform quality inspections, etc.
  • Report to work in, and wear at all times on the job, steel‑toed safety shoes of an acceptable standard, effective the first scheduled workday. May not work without safety shoes.
  • Perform other duties as required.
  • Position is considered “essential personnel”; defined as staff who are required to report to their designated work location during weather‑related or other emergencies, even when town offices are closed or normal operations are suspended.
  • Requirements
    • High school diploma or GED required; supplemented by vocational/technical training in sewer systems operation and maintenance; also supplemented by one or more years’ experience and/or training that includes CCTV inspections; or an equivalent combination of education, training and experience.
    • Experience using computers and Microsoft Office Suite.
    • Possession of flagging certification issued by the Virginia Department of Transportation, or ability to obtain within three months of employment.
    • Must be able to complete competent person training for trench safety and confined space entry within six months of employment.
    • Valid commercial driver’s license (Class

      B) with acceptable record with tanker endorsement, or the ability to obtain within twelve months of employment.
    • NASCCO PACP certified or attain certification within twelve months of employment.
