The purpose of this classification is to assist with the management of projects and activities of the Natural Resources Division of the Planning & Zoning Department, to include overseeing all natural resources within the Town.
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned. Coordinates daily work activities with supervisor; organizes and prioritizes work; monitors status of work in progress and inspects completed work;

consults with appropriate staff, assists with complex/problem situations, and provides technical expertise. Ensures departmental compliance with all applicable codes, laws, rules, regulations, standards, policies and procedures; ensures adherence to established safety procedures; monitors work environment and use of safety equipment to ensure safety of employees and other individuals; initiates any actions necessary to correct deviations or violations. Interprets, applies, and ensures enforcement of the provisions of Town Comprehensive Plan, Town codes, state statutes, environmental guidelines, approved landscaping plans, and other applicable federal, state, and local codes, laws, rules, regulations, specifications, standards, policies and procedures;

initiates any actions necessary to correct deviations or violations. Consults with the Director and Assistant Director of Planning & Zoning, Town Council, Planning & Zoning Commission, and other officials to review operations/activities, review/resolve problems, receive advice/direction, and provide recommendations as needed. Provides information and technical assistance concerning applicable Town codes, Comprehensive Plan, environmental guidelines, landscaping plans, technical requirements, and necessary changes;

researches, prepares and submits for grants; responds to questions or complaints; meets with and discusses problems and issues with property owners, contractors, developers, and the public; recommends solutions to problems; responds to questions and complaints concerning violations. Assists with the development and implementation of all natural resource related issues within the Town along with the coordination and development of a comprehensive environmental strategy for the Town.

Assists with landscape and marine facility code compliance actions when needed; recommends whether to prosecute code violations; prepares summary reports of landscape and marine facility code compliance issues for submission to department director and Town management when requested. Assists with project management functions; oversees, coordinates, and monitors construction activities associated with projects; solicits bids and negotiates/prepares contracts with outside service providers;

prepares contracts; develops schedules and work orders for consultants. Assists with overseeing the design, development, management, construction, and implementation of the Town's Open Space Program and management of Town owned preserve properties; supervises work of contracted consultants, and engineers; meets with contractors regarding construction, permitting, exotic plant removal and restoration, and other project activities; coordinates permitting necessary for construction. Assists with development of budget for assigned area;

monitors expenditures to ensure compliance with approved budget; reviews invoices and forwards for payment; makes budgetary recommendations for improvement projects. Reviews landscaping plans and marine facilities permits, determines compliance with Town codes and Comprehensive Plan, and provides comments in coordination with other jurisdictional agencies; conducts landscape and marine facilities inspections and determines compliance with Town codes with approved plans and permits.

Reviews site plans, engineering plans, and related documents; analyzes impact of proposed development on the environment; determines whether proposed development complies with Town codes/ordinances and the comprehensive plan;…
