This position is responsible for supervising the maintenance of city parks and recreation facilities.
- Supervises the maintenance and preparation of athletic fields.
- Oversees all chemical applications to ensure compliance with regulations.
- Maintains irrigation clocks, valves, and heads; repairs leaks.
- Oversees ground maintenance at the city sports complex.
- Manages and supervises the maintenance of playgrounds, aquatic areas, and outer parks.
- Supervises the maintenance of all athletic equipment, including goals, corner flags, pitching mounds, and temporary fences.
- Inspects parks equipment and facilities and determines needed repairs and maintenance.
- Coordinates monthly division safety meetings; ensures employee compliance with all safety guidelines.
- Reviews employee time sheets and signs timesheets at the end of pay periods.
- Reviews operation/maintenance work schedules, training programs, projects, work assignments, and job progress and makes recommendations for changes to ensure maximum utilization of assigned staff, equipment, and facilities.
- Maintains and orders equipment, tools, and supplies.
- Assists with the development and implementation of operations and maintenance programs, policies, and procedures.
- Inspects and evaluates services provided by external agencies and private contractors to ensure compliance with contract provisions.
- Trains, develops schedules, assigns work, directs, supervises, evaluates, disciplines and develops assigned employees in the accomplishment of their duties and professional growth-.
- Assists with candidate interviews and recommendations for hiring and promotions.
- Operates tools and equipment as necessary.
- Coordinates activities with other divisions and departments.
- Assists with responding to requests, concerns and inquiries from the public.
- Investigates complaints and recommendations for corrective action as necessary.
- May perform more difficult and complex park maintenance duties.
- Performs related duties.
- High School Diploma, GED, or equivalent.
- Three (3) years of progressive experience in park maintenance, turf management, open space, horticulture, forestry, mowing operations or related field.
- Three (3) years of supervisory experience, preferably in park maintenance or related field.
- Possession of or ability to readily obtain a valid driver’s license issued by the State of Florida for the type of vehicle or equipment operated.
- Possession of or the ability to obtain a Pesticide Applicator license for limited Lawn & Ornamental and Ornamental & Turf within six months, and Aquatics within year one.
- Equivalent combinations of education and experience may be considered.
- Knowledge of grounds maintenance methods and materials.
- Knowledge of landscaping principles and practices.
- Knowledge of supervisory principles and practices.
- Knowledge of irrigation system maintenance principles.
- Knowledge of department and city policies and procedures, and relevant federal, state, and local laws and regulations.
- Knowledge of Florida chemical application regulations.
- Knowledge of work safety principles.
- Skill in supervising the maintenance of the city's parks, open space, and turf maintenance, including a variety of park amenities such as playgrounds, pavilions, skate parks, dog parks, lakes, fountains and sports fields and courts.
- Skill in the safe operation of job-related vehicles, tools, and equipment.
- Skill in the repair and maintenance of tools and equipment.
- Skill in the development and provision of safety training.
- Skill in supervising, directing and training employees.
- Skill in oral and written communication.
- Skill in the safe and proper methods of pesticide application.
- Skill in dealing tactfully and effectively with the public.
- Ability to regularly exercise significant discretion and independent judgment for daily operations.
- Ability to use standard office equipment, computer equipment and job-related software.
- Ability to create and maintain an accurate inventory of park equipment.
- Ability to assist with developing budgets and to approve and monitor expenditures against approved budgets.
- Ability to establish and maintain effective working relationships with city employees, management and community members.
The Parks and Facilities Maintenance Manager assigns work in terms of very general instructions. The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the final results.
GUIDELINESGuidelines include OSHA regulations, Florida chemical application regulations, and city and department policies and procedures. These guidelines require judgment, selection, and interpretation in application.
COMPLEXITY/SCOPE OF WORK- The work consists of varied supervisory and parks maintenance duties. The number of special events and programs contributes to the complexity of the position.
